93 <br /> <br /> WltEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - May 21, 2001 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: MENTAL HEALTH MONTH/PUBLIC WORKS <br />WEEK <br /> <br /> Mr. Caravati presented the Mental Health Month proclamation to Ms. Kate <br />Gaston of the Mental Health Association. <br /> <br /> Mr. Caravati presented the Public Works Week proclamation to Ms. Judith <br />Mueller, Director of Public Works. <br /> <br />PUBLIC <br /> <br /> Mr. Steve Stem, 1632 Keith Valley Road, said he was sorry he was unable to <br />accept the Teen Pregnancy Prevention Month proclamation at the last Council meeting, <br />and gave an update on teen pregnancy prevention activities over the past year. <br /> <br /> Mr. David Schmidt, 1604 Stoney Creek Drive, representing Habitat for <br />Humanities, invited Council and the public to attend the Volunteer Recognition Banquet. <br /> <br /> Mr. Paul Grady, a resident of Crozet, commended Council for including the <br />interchange at the intersection of Route 250 Bypass and the Meadowcreek Parkway, and <br />said he thinks Council should build it now even if they have to borrow money to do it. <br />Mr. Grady also suggested using 4th Street, N.E. to relieve traffic on Ridge Street. <br /> <br /> Mr. Nick Liacona, 630 Park Street, said the proposed permit parking on Park <br />Lane East would not allow people in his apartment building, which also faces on Park <br />Lane, to park on that street. Mr. Liacona said the apartment parking is not adequate and <br />parking is needed on Park Lane East. <br /> <br /> Mr. Caravati said that no action will be taken tonight to approve permit parking <br />for Park Lane East as new surveys are being conducted. <br /> <br /> Ms, Richards asked that Mr. Jim Tolbert, Director of Neighborhood Development <br />Services, contact Mr. Liacona to discuss the matter. <br /> <br /> Mr. George Perkovich, 613 Park Lane East, said he lives next door to the <br />apartment building where Mr. Liacona lives. Mr. Perkovich said that because the <br />apartments have a Park Street address, they were not included in the survey for permit <br />parking. Mr. Perkovich said there is no parking available on Park Street for the <br />apartment residents. Mr. Perkovich recommended that the City rethink how the <br />apartment is designated so that their parking needs can be met. <br /> <br /> Mr. Buck Dorman, 630 Park Street, agreed with Mr. Perkovich and said that there <br />was no problem with parking on Park Lane East until the traffic calming project on Park <br />Street was installed. Mr. Dorman said that many of the vehicles parking on Park Lane <br />East work at the National Ground Intelligence Center, and when they relocate the parking <br />situation should ease up. <br /> <br /> <br />
