Regarding the Utility Rate Report, Mr. Cox said he feels it would be helpful to <br />put it in a longer time frame so the public and Council have realistic expectations. <br /> <br /> Mr. Cox said he feels the extension of gas lines into the County provides an <br />opportunity for a coordinated plan with the County's plan for higher close-in density. <br /> <br /> Mr. Caravati asked if it is worth investigating being able to store more gas to <br />reduce costs. Mr. Caravati raised questions about the pilot lighting service and impact on <br />low income families. <br /> <br /> Ms. Scott said the policy has been in place for several years and provide one free <br />light and one relight. <br /> <br />Mr. Caravati said he would like to investigate this further. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance entitled <br />"AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 31-56, 31-57, 31-60, <br />31-61, 31-62, 31-153, AND 31-156, OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO UTILITY RATES" was <br />offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC HEARING: RELOCATION OF SEWER EASEMENT - ROBINSON <br />ORDINANCE WOODS <br /> <br /> Mr. Clyde Gouldman, City Attorney, explained that the sanitary sewer line is <br />being relocated at the expense of the developer and the old line is being abandoned. <br /> <br /> The public hearing was opened, but as there were no speakers the public hearing <br />was closed. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, the ordinance entitled "AN <br />ORDINANCE AUTHORIZING THE ABANDONMENT OF A SEWER EASTMENT <br />AND ACCEPTANCE OF A NEW EASEMENT FOR RELOCATION OF A <br />SANITARY SEWER LINE ACROSS PROPERTY IN THE ROBINSON WOODS <br />SUBDIVISION" was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC HEARING: DONATION OF PAGE STREET LOT TO PIEDMONT <br />ORDINANCE HOUSING ALLIANCE <br /> <br /> Mr. O'Connell said that the donation of this lot is part of the City's overall effort <br />to increase homeownership. <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, explained that the Piedmont <br />Housing Alliance has requested that the City donate a lot on Page Street valued~ at $7,000 <br />which will allow them to build three new houses. The property currently has no public <br />use. <br /> <br /> Responding to questions from Ms. Richards, Mr. Huja said that the houses are <br />expected to be valued at $85,000 per unit, and while it will take awhile to recoup the <br />City's investment, the entire block will be improved. <br /> <br /> Mr. Caravati asked that Mr. Huja provide a report on the status of the entire 10th <br />and Page Street project by the second reading of the ordinance, to include the budgetary <br />status of the project, financing and timetable. <br /> <br /> Mr. Toscano noted that this provides PHA with another buildable lot for free. Mr. <br />Toscano said it would make more sense to take the three lots and build two houses. <br /> <br /> Mr. Huja said that the scale of the houses is fairly narrow which will continue the <br />character of the street, though they will be at least 1,200 square feet. Mr. Huja said PHA <br />wants to bid the three houses together. <br /> <br /> <br />
