122 <br /> <br /> Mr. Bob Bruner, 817 Fendall Terrace, asked that Council delay approval of the <br />Plan and solicit concerns of neighborhoods adjacent to development areas and wait to see <br />the University's plan and see how the plans dovetail with each other. Mr. Brunet said he <br />is particularly concerned about the proposed stadium. Mr. Brunet said the Plan should be <br />delayed until guiding principles are prioritized. Mr. Bruner said he hopes Council's first <br />priority is in favor of neighborhoods above economic vitality. Mr. Bmner said he would <br />like a detailed response to suggestions made by the neighborhood. <br /> <br /> Ms. Catharine Gilliam, 902 Rosser Lane, said she is a consultant in environmental <br />protection and works to ensure community involvement. She said she is concerned with <br />the process. She said she understands that the Torti Gatlus study is just an appendix, but <br />is concerned that adopting something even as an appendix which includes things that <br />would not be approved. Ms. Gilliam asked that if Council adopts the resolution that it not <br />include this appendix in its current form. <br /> <br /> Mr. John Sleeman~ 1617 Trailridge Road, expressed his appreciation for the <br />wording adding concern about through traffic in Johnson Village. <br /> <br /> Mr. LeroY Breton, 2576 Free Union Road, said that he has not developed <br />anything in over 30 years, and is himself a property owner in Johnson Village. He said <br />he has no preconceived notion of developing his property, but noted that it is part of, not <br />adjacent to Johnson Village. Mr. Bruton questioned the safety of having only one <br />entrance into a subdivision, and asked what the City would do if the street into Johnson <br />Village had to be closed for emergency situations. Mr. Bruton said there is a question <br />about whether other entrances would actually increase traffic in the neighborhood. Mr. <br />Bruton expressed concem about the language change, and asked if it means that no new <br />traffic can go through Johnson Village, noting that he has been assured by letter bom Mr. <br />Tolbert that his access rights will not be affected by this language. <br /> <br /> Mr. John Rowlette, 918 Rosser Lane, said it is important to maintain the buffer <br />between the Venable Neighborhood and Emmet Street development, and said he has <br />observed over 132 species of birds in this area. Mr. Rowette said this land is important to <br />the ecological integrity of the migratory corridor. Mr. Rowlette asked Council to do an <br />environmental study before any development is done. <br /> <br /> Ms. Sally Nelson, 36 University Circle, spoke for behalf of Art Keyser, 1872 <br />Edgewood Lane, who was unable to attend the meeting. She said that he feels another <br />neighborhood meeting is needed on the Torti Gallas plan before lending support to the <br />Comprehensive Plan. Mr. Keyser indicated that he feels a public hearing should be held <br />that includes the neighborhood and University, and asked that adoption with that <br />appendix be delayed. <br /> <br /> Ms. Sandy Snook, 1823 Edgewood Lane, said she feels the City has made a great <br />start in community involvement, but feels that more involvement by the Venable <br />neighborhood is needed before the Plan is adopted. <br /> <br /> Ms. Catherine Peaslee, 307-A 2nd Street, N.W. praised Council for its efforts to <br />involve neighborhoods in the Comprehensive Plan process. Ms. Peaslee said that the <br />condition of and lack of sidewalks came up at alt meetings she attended, and she hopes <br />that the Comprehensive Plan will deal very firmly with this issue; <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Toscano noted that the resolution needs to reference the date the Plan was <br />approved by the Planning Commission. <br /> <br />Mr. Caravati noted that the University's master plan is not an appendix. <br /> <br /> Mr. Cox questioned how Council can approve a plan with no zoning changes and <br />with a study that has some recommendations that we know we do not agree with.
