143 <br /> <br />the agreement between the Foundation and the City dated March 9, 2001 (copy of which <br />is attached hereto). <br /> <br /> BE IT FURTHER RESOLVED that the amount of $12,710.73, representing <br />interest earned on the $250,000 from July 2000 - April 2001, is hereby appropriated from <br />26-001-021001-46101 to 26-020-081133-50111, said money to be used to pay <br />administrative expenses and fundraising costs incurred by the City Scholarship Fund <br />Board of Directors. The additional interest earned for the period May 2001 - June 2001 <br />on the $250,000 will be appropriated at a future date. <br /> <br />RESOLUTION: AMENDING JAIL AUTHORITY SERVICE AGREEMENT <br /> <br /> Mr. O'Connell said he would like to name Ms. Linda Peacock, Assistant City <br />Manager, as the alternate to the Jail Authority. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Richards, the resolution amending the <br />Jail Authority Service Agreement to add Linda Peacock as an alternate was approved by <br />the following vote. Ayes: Mr. Caravati, Mr. Lynch, Ms. Richards. Noes: None. <br />Absent: Mr. Cox and Mr. Toscano. <br /> <br />BE IT RESOLVED by the Council of the city of Charlottesville, Virginia: <br /> <br />That the Service Agreement for the Albemarle-CharlotteSville Regional Jail <br />Authority, as adopted effective NOvember 15, 1995, with amendments <br />effective March 12, 1998, and November 12, 1998, is further amended by <br />adding Section 2.2.1 as follows: <br /> <br />Section 2.2.1 Alternate Board Members. Alternate members shall be <br />appointed to the Board. Such alternate members may attend and participate in <br />discussions at all meetings of the board, and, in the absence of their respective <br />principal members, may vote on any matter and be counted for purposes of <br />determining a quorum or a required majority under Section 4.9 of this <br />agreement. Each sheriff of a Member Jurisdiction shall appoint his or her <br />alternate, and each governing body of a Member Jurisdiction shall appoint one <br />or more alternates, but not more than one alternate for each principal member <br />appointed by such governing body. The same person may serve as alternate <br />for more than one principal member, but shall only be entitled to vote for one <br />absent member on any issue. Sheriffs' alternates shall serve at the pleasure of <br />the appointing Sheriff, and other alternates shall serve at the pleasure of their <br />appointing body. There shall e no alternate for the member appointed jointly <br />by Albemarle and Charlottesville. <br /> <br />2. That Linda Peacock is appointed to serve as alternate member of the lbemarle- <br /> Charlottesville Regional Jail Authority. <br /> <br />ORDIN3J~ICE: BLIGHT ORDINANCE (2na reading) <br /> <br /> Ms. Richards said she remains concerned about the definition of blighted property <br />and the possibility of abuse of authority, though she noted that it does provide a good <br />public process. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that the <br />language was lifted directly out ofthe State Code, but we do not have to include each <br />one. Mr. Tolbert said he has no problem taking out the sections Ms. Richards is <br />concerned about, and noted that the ordinance could be amended at a later time if it was <br />found they are needed. <br /> <br /> Ms. Richards made a motion to amend the ordinance by removing the following <br />language del'ming blighted property: obsolescence, faulty arrangement of design, <br />excessive land coverage, and obsolete layout. Mr. Lynch seconded the motion and the <br />ordinance was amended by the following vote. Ayes: Mr. Caravati, Mr. Lynch, Ms. <br />Richards. Noes: None.
