Noes: None. <br /> <br /> Mr. Caravati said he concurs with Mr. Cox about not using the funds for <br />infrastructure improvements. <br /> <br />PUBLIC HEARING/ORDINANCE: GRANTING WATER LINE EASEMENT ON <br />PENN PARK ROAD TO ALBEMARLE COUNTY SERVICE AUTHORITY <br /> <br /> Mr. Craig Brown, City Attorney, explained that this waterline will serve a County <br />resident whose well went dry and it was found to be more practical to use a line from the <br />City. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Caravati asked if it would be possible to expedite the ordinance, and Mr. <br />Brown explained that Council can, by a four-fifths vote, waive the second reading of the <br />ordinance. <br /> <br /> Mr. Toscano made a motion to waive the second reading and approve the <br />ordinance. Mr. Cox seconded the motion. <br /> <br /> Mr. Brown suggested that the easement be made subject to review of the <br />agreement by staff. <br /> <br /> Mr. Lynch asked if any other property owners in the area will be offered this <br />oppommity, noting that it would be good not to cut up the street multiple times. <br /> <br /> Ms. Judy Mueller, Director of Public Works, said she does not anticipate any <br />others and feels this is a special one time request. <br /> <br /> The ordinance entitled "AN ORDINANCE AUTHORIZING THE <br />cONVEYANCE OF AN EASEMENT TO ALBEMARLE COUNTY SERVICE <br />AUTHORITY ACROSS CITY-OWNED PROPERTY NEAR PENN PARK ROAD" <br />was approved by the following vote. Noes: None. <br /> <br />REPORT: PARKS AND RECREATION ADVISORY BOARD MISSION <br />STATEMENT <br /> <br /> Mr. O'Connell said that the Parks and Recreation Advisory Board was established <br />in 1990, but has recently asked that Council approve a clearer mission statement. Mr. <br />O'Counell said making recommendations concerning schools ground is included in their <br />mission, and he thinks this is an important role since we are loo~ at schools as <br />neighborhood parks. <br /> <br /> <br />
