Mr. <br />Toscano said it has budgetary impact, but said the living wage ordinance should not drive <br />the City's budget. <br /> <br /> Mr. Lynch said he agrees that the ordinance should be reviewed every year, but if <br />that is done he is not sure a sunset clause is needed. <br /> <br /> Mr. O'Connell said it may be several years before we know the impact because <br />the ordinance does not apply to current contracts. <br /> <br /> Mr. Lynch said he thinks the sunset clause only casts doubt on the City's <br />commitment. <br /> <br /> Ms. Richards said man,v ordinances have sunset provisions, and she does not think <br />they indicate lack of commitment. Ms. Richards said that a longer sunset clause could be <br />set. <br /> <br /> Mr. Cox made a motion to approve the ordinance, without the sunset clause, Mr. <br />Lynch seconded the motion, and the ordinance entitled "AN ORDINANCE TO AMEND <br />AND REORDAIN CHAPTER 22 (PUBLIC PROCUREMENT), ARTICLE II <br />(COMPETITIVE PROCUREMENT) OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AtMENDED, BY ADDING THERETO A NEW <br />SECTION 22-82 (LIVING WAGE REQUIREMENT)," as amended, was offered and <br />carried over to the next meeting for consideration. <br /> <br /> Ms. Richards asked that Ms. Kelley write an amendment that an annual <br />adjustment will be made in the context of the City budget. <br /> <br /> Mr. Lynch said that he will ask for a friendly amendment at the second reading <br />adding the following language: "The City strives to be a world-class city and demands <br />the highest quality of performance from the people who perform services for the City in <br />any capacity, whether those persons be employees or individuals who provide services <br />under a contract with the City." Mr. Lynch said this is not an ordinance aimed at the <br />Chamber of Commerce. He said the Chamber is involved in very important efforts. Mr. <br />Lynch encouraged a coalition to make the community aware of existing programs. Mr. <br />Lynch said he will consider it progress when the bottom 20%: of wage earner ssee <br />significant increases, or when someone from Westhaven is able to buy a house next to <br />his. <br /> <br />REPORT: LEWIS AND CLARK BICENTENNIAL FESTIVAL <br /> <br /> Ms. Richards said that she is Chair of the committee planning the annual Lewis <br />and Clark Festival, and introduced Mr. Huja. <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, said that the Lewis and Clark <br />Exploratory Committee has formed a non-profit corporation and received a grant for a <br />festival to be held October 13 and May 10 and 11. <br /> <br /> Ms. Malou Stark, Lewis and Clark Festival Coordinator, said that the first annual <br />festival will celebrate the Monocan tribe, will feature animal and plant exhibits, trail <br />food, and will provide an opportunity for children to build a keelboat. <br /> <br />P.
