188 <br /> <br />affect the negotiating posture of the public body as authorized by Section 2.2- <br />3711 (A)(7) of the Virginia Code. <br /> <br />COUNCIL CHAMBER - November 5, 2001 <br /> <br /> Council met in regular session on this date with the following members <br />present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: CREATIVE PERSPECTIVES, INC. <br /> <br /> Mr. Caravati presented the City's Business Recognition Award to Ms. Ellen <br />Foth-White of creative perspectives, Inc. <br /> <br /> Mr. Jimmy Dettor, President of the Belmont Neighborhood Association, and <br />Mr. Joe Atkins, Chairman of the Belmont Park Committee, presented the City with <br />a check for $3,061,68 raised from the private sector for renovations to the Clark <br />School Playground. <br /> <br />PUBLIC <br /> <br /> Ms. Liz Sargeant, 1855 Winston Road, said that Jefferson School Alumni, <br />the Starr Hill Neighborhood, and Preservation Piedmont encouraged Council to <br />support nominating Jefferson School for historic designation on the National <br />Registry of Historic Places. Ms. Sargeant said that the owner of the School <br />currently the Charlottesville School Board, must sign the application, and she <br />encouraged Council to write to the Board and encourage them to do so. <br /> <br /> Ms. Priscilla Whiting, 404 10 1/2 Street, said that the Jefferson Reunion <br />Committee and the Charlottesville NAACP also support historic designation for <br />Jefferson School. <br /> <br /> Ms. Teresa Walker Price, 206 6t~ St., N.W., representing the Starr Hill <br />Neighborhood, said that the neighborhood supports historic designation for <br />Jefferson School. <br /> <br /> Mr. Caravati said that Jefferson School will be discussed by Council at the <br />November 19th meeting and a public hearing will be held. <br /> <br /> Mr. John Pfaltz, 1503 Rugby Road, noted that the Charlottesville City Code <br />provides for the City Council to appoint a successor to Ms. Richards should she <br />step down due to her Senate bid, and he encouraged Council to appoint Mr. Jon <br />Bright, who came in 4th in the previous Council election, should an appointment be <br />necessary. .:, <br /> <br /> Mr. David Repass, 227 E. Jefferson Street, said the public needs to know if <br />and when the issue of moving Council elections to November will be on Council's <br />agenda. <br /> <br /> Mr. Caravati said that that Lea,,~gue of Women Voters will hold a forum on <br />moving the elections on November 12 , and Council will hold a public hearing on <br />the issue on November 19th. <br /> <br /> Mr. Peter Kleeman, 207 Hedge Street, said that he has been told by the <br />Clerk of Council that the doors to City Hall will be closed prior to the end of <br />Council meetings due to security reasons, but he said he does not think it is good to <br />deny citizens access to the end of the meeting. <br /> <br />Mr. Caravati said the issue of building security continues to be discussed. <br /> <br /> <br />
