190 <br /> <br />characteristics, family and community safety, financial assistance program <br />participation, fmancial status, infant and early childhood health, school <br />characteristics, and school participation. Dr. Dickens said that teenage birthrates <br />are down dramatically, and juvenile arrests for violent crime and possession of <br />drugs have declined as well. <br /> <br /> Ms. Martha Carroll, Chair of the Juvenile Justice Advisory Committee, said <br />the highlights of the Committee are improving information-sharing, shaping support <br />services for the new Juvenile Detention Center, and identifying local juvenile <br />offenders risks and needs. <br /> <br /> Mr. Robert Cox, III, Chair of the Comprehensive Services Act Committee <br />and Children Needing Extensive Services (CNES) Workgroup, reviewed the <br />services provided by the Committee and Work Group, Mr. Cox said that the <br />Workgroup requests that the Council and Board of Supervisors assist in lobbying <br />the Legislature and Governor to provide total cost for placement of CNES children <br />who require long-term out of community placement, and support early intervention <br />programs that decrease domestic violence. <br /> <br /> Mr. Saphira Baker, Director of the CCF, reviewed the summary of findings: <br />CCF staff and work groups compiled targeted research reports during the past year; <br />CCF Needs Assessment work group will conduct a comprehensive study with <br />results in the Spring of 2002; and a partial portrait is emerging of a community <br />relatively rich in resources for most children and families, with portions of the <br />population living in unsafe and unhealthy conditions. Ms. Baker said that the <br />Commission would like the Council and Board of Supervisors to approve an <br />additional member for both the City and County to help increase diversity on the <br />Commission. <br /> <br /> Mr. Toscano said he supports adding additional members, and asked if the <br />Commission will make budget recommendations based on the findings of the <br />Outcome Measurement Work Group. <br /> <br /> Ms. Saphira said the Commission hopes to give concrete recommendations <br />during the budget, but said she does not foresee any major changes in funding <br />recommended. <br /> <br />Mr. Robert Cox said he does not foresee a decrease in CSA funds. <br /> <br /> Ms. Richards said if we have to prioritize funding, she would support <br />making preventive services a priority. <br /> <br /> Dr. Dickens said that quality day care for children whose parents have had <br />to return to work is very important. <br /> <br /> Mr. Cox suggested that aS the Commission looks at priorities, they consider <br />how wages can be raised, and where are these jobs. <br /> <br /> Mr. Lynch asked about the decrease in juvenile violent crimes, but the <br />projection fxom the Juvenile Court about increasing caseloads. <br /> <br />Ms. Carroll said that domestic relations cases are predicted to increase. <br /> <br /> Responding to questions from Mr. Cox, Ms. Baker said she cannot speak to <br />the causes of the youth suicide rate in the County, but the Commission has asked <br />the City schools to conduct the same survey. Ms. Baker said she can provide more <br />information on foster care. <br /> <br />REPORT: POLICE DEPARTMENT STRATEGIC PLAN <br /> <br /> Mr. O'Connell explained that the Police Department has been taking a <br />citizen-oriented, problem-solving approach. <br /> <br /> <br />
