Absent: Mr. Cox <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Council voted (Ayes: <br />Mr. Caravati, Ms. Richards, Mr. Toscano. Noes: None. Absent for the vote: Mr. <br />Lynch. Absent: Mr. Cox) to meet in closed session for the purpose of discussion of the <br />annual performance evaluation of the City Manager, as authorized by Section 2.2- <br />3711 (A)(1) of the Virginia Code; for the purpose of discussion of the disposition of <br />publicly held real property on 4~ Street, N.W., where discussion in open session would <br />adversely affect the negotiating strategy of the City, all as authorized by Section 2.2- <br />3711 (A)(3) of the Virginia COde; for discussion concerning the expansion of an existing <br />business in the City where no previous announcement has been made of the business' <br />interest in expansion, as authorized by Section 2.2-3711 (A)(5); and for consultation with <br />legal counsel regarding a specific legal matter requiring the provision of legal service by <br />counsel, as authorized by Section 2.2-3711 (A)(7) of the Virginia Code. <br /> <br />COUNCIL CHAMBER - January 7, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Lynch, Ms. Richards, Mr. Toscano. Absent: Mr. Cox. <br /> <br />,,,AWARDS/RECOGNITIONS: HELIX COMPUTER SYSTEMS <br /> <br /> Mr. Caravati presented the City's Business Recognition Award to Mr. Tony <br />O'Brien of Helix Computer Systems. <br /> <br />PUBLIC <br /> <br /> Mr. John Gaines, 214 9th Street, N.W., President of the WCEH Neighborhood <br />Association, said that many neighborhood residents attended Jefferson School and the <br />school is rich in history, is beautiful, and is centrally located. Mr. Gaines said that <br />Council should provide the School Board with the funds to renovate Jefferson School as a <br />pre-school. Mr. Gaines said that other programs, including a PVCC program, nutrition <br />program, suspension center, af~erschool office, EvenStart pre-schooL special education, <br />housekeeping and maintenance, are located at Jefferson School and he asked where they <br />will be housed if Jefferson is closed. Mr. Gaines said there has never been enough <br />money for the upkeep of Jefferson. <br /> <br />~PORT: CITY-COUNTY PARTICIPATION IN WINDHAM ADULT CARE <br />FACILITY <br /> <br /> Mr. O'Connell explained that City and County staffs have been working on <br />developing a report on the possibility ora City and County contribution for the operation <br />of Windham Adult Care Facility in Crozet, and said that general direction is needed from <br />Council about whether to pursue developing such an agreement. <br /> <br /> Ms. Linda Peacock, Assistant City Manager, requested that Council authorize <br />staffto develop an agreement with the Jefferson Area Board for Aging (JABA) to operate <br /> <br /> <br />
