247 <br /> <br />establish a project for the improvement of safety and circulation on Jefferson Park <br />Avenue between West Main Street and Emmet Street. <br /> <br /> BE IT FURTHER RESOLVED, that the City of Charlottesville has <br />sufficient capital improvement funds and agrees to pay the "local 20% match" toward the <br />total cost of planning, design, right of way, and construction of this project (such total <br />costs are estimated at $630,000 for Phase I of the project), in accordance with guidelines <br />for TEA-21 funding. It is estimated that the local match will be $126,000. <br /> <br /> BE IT FURTHER RESOLVED that, if the City subsequently elects to <br />cancel this project, the City of Charlottesville agrees to reimburse the Virginia <br />Department of Transportation for the total amount of the costs expended by the <br />Department through the date the Department is notffied of such cancellation. <br /> <br />BUDGET FORUM <br /> <br /> Mr. O'Connell said that the purpose of the budget forum is to provide the public <br />with an oppommity to comment on City Council initiatives for 2002, as well as to speak <br />to possible increases in three user fees: trash collection, auto decal and E-911 surcharge, <br />and to hear from the public on thoughts they have about increases or decreases in <br />expenditures. <br /> <br /> Mr. Caravati explained that comments will be taken from persons present at the <br />meeting, from persons calling in, and from persons making comments on the on-line <br />forum on the City's webpage. <br /> <br /> Ms. Virginia Plotnick, 1561 Dairy Road, questioned why the E-911 surcharge <br />appears on dedicated data lines, supported Jefferson School staying within the City's <br />ownership, and said while she has no problem with increasing the auto decal fee, asked <br />that Council consider licensing bikes. She said she would also like to see training for <br />bike safety. <br /> <br /> Mr. O'Connell said that because of State w definition, data lines are included in <br />the surcharge. Mr. O'Connell said localities do have flexibility on the amount of the <br />surcharge. <br /> <br /> Ms. Richards said she thinks licensing for bikes is a good idea if the funds are <br />dedicated to safety tra/ning. <br /> <br /> Mr. Caravati read a comment from Kevin Cox saying he thinks catered food <br />should be reduced. Mr. Caravati said that the meetings held during meal hours has <br />increased. <br /> <br /> Mr. Kenneth Martin, 222 Lankford Avenue, a member of the group, Preservation <br />Jefferson, asked that the RFP process for Jefferson School be postponed until an in-depth <br />study can be done, and that the City mainta'm ownership pending the outcome of the <br />study which is expected to take 12 to 18 months, and would include a funding analysis. <br /> <br /> Mr. Caravati said Council intends to have full public disclosure of the RFP <br />process. <br /> <br /> Mr. Lynch said he would like to see the pre-school program stay in Jefferson <br />School, but said he does not think the RFP is inconsistent with that goal. Mr. Lynch said <br />the City is trying to leverage private sector money and tax credits. Mr. Lynch said he <br />does not favor putting offthe process for another year as it has already been put off for <br />two years. <br /> <br /> Mr. Cox said that from a budgetary point of view, the decision on the pre-school <br />is one the School Board is charged to make. Mr. COx said that the School Board was <br />asked to prioritize the pre-school with other needs ifa centralized pre-school is a priority <br />for them, but they made the decision to disperse the students.
