256 <br /> <br />AWARDS/RECOGNITIONS: INTELEX CORPORATION; AFRICAN-AMERICAN <br />HISTORY MONTH PROCLAMATION; TOP OF THE LYb~E SOCIAL CLUB <br />DONATION TO SWIM TEAM <br /> Mr. Caravati presented Mr. Bradford Lamb of INTELEX Corporation with the <br />City's Business Recognition Award. <br /> Mr. Caravati read a proclamation proclaiming February as African-American <br />History Month. <br /> Members oftbe Top of the Line Social Club presented the City with a check for <br /> $1,200 for the youth swim team. <br /> <br />PUBLIC <br /> Ms. Terry Shotwell, 408 E. Market Street, representing the residents of 500 Court <br />Square and the Maclin Building, said that downtown residents have no parking <br />provisions and tbe parking garage now charges $90 per month. Ms. Shotwell asked that <br />Council revisit the problem and asked that a cap be put on the parking garage fee so <br />people will not be penalized for living downtown. <br /> Ms. Alexandria Searls, 1316 Chesapeake Street, thanked Council for suspending <br />the RFP process for Jefferson School. <br /> Ms. Nancy O'Brien, 501 9th Street, S.W., agreed with Ms. Searls' comments and <br /> said she is delighted with Council's decision. <br /> <br /> Ms. Liz Sargeant, 1855 Winston Road, representing Preservation Piedmont, <br /> thanked Council for delaying the RFP process for Jefferson School and allowing <br /> community involvement. Ms. Sargeant said that she will bring Council the nomination <br /> form for National Register recognition for the building by the end of the week. <br /> Mr. Aaron Fein, 1810 E. Market St., one oftbe artists participating in the Art in <br /> Place program who had his piece vandalized, said the program is thought provoking and <br /> creates a unique experience. <br /> <br /> Mr. Edward Pelton, Clay Hill Road, an artist participating in Art in Place, said he <br /> appreciates having the opportunity to participate and said he thinks art changes our lives. <br /> He applauded the City for taking the initiative and supporting the program. <br /> REPORT: ARTIST EXCHANGE - POGGIO A CAIANO, ITALY <br /> Ms. Richards gave a slide presentation and talked about her recent trip <br /> representing the City at the artist exchange between McGuffey Art Center and artists <br /> from Charlottesville's sister city Poggio a Caiano, Italy entitled "The Sea, the Color of <br /> Wine." Ms. Richards said that the Italian delegation will visit Charlottesville during the <br /> week of March 25t~ and there wilt be a closing reception for the art exhibit on March 29m. <br /> Mr. Cox said he also visited Poggio a Caiano at Cba-istmas and said the <br /> friendships and hospitality shown by Poggio are renowned. <br /> <br /> REPORT: SISTER CITY RELATIONS~P WITH BESANCON, FRANCE <br /> <br /> Mr. Caravati said an informal relationship has been going on with Besancon, <br />France since the early 1990's, and there is now a desire to formalize the relationship. Mr. <br />Caravati said areas of mutual interest include culture, education, economic development <br />and trade. Mr. Caravati recommended that a sister city committee be established for this <br />relationship which would be responsible for planning and raising funds. Mr. Caravati <br />asked Council to authorize him to work with the Mayor of Besancon to establish the <br />formal sister city relationship. <br /> <br /> <br />
