4 <br /> <br /> Responding to a question from Mr. Cox, Ms. Grant said that the job training <br />services for small businesses is managed by Tanya Brackett of the Small Business <br />Development Center. <br /> <br /> Mr. Cox noted that the Small Business Development Center is being funded by <br />both CDBG and general funds, and is somewhat disturbed that they are receiving $30,000 <br />without presenting data about what city businesses are being created. <br /> <br />Ms. Peacock said she will provide more information on this request. <br /> <br /> Responding to a question from Mr. Caravati, Ms. Creasy said that AHIP has been <br />backed up because of the lead based paint program, but is now working at a steady pace. <br /> <br /> Responding to a question from Mr. Cox, Ms. Creasy said that the Dale Avenue <br />drainage project involves installing culverts at the creek behind the houses to prevent <br />flooding. <br /> <br /> It was agreed that approval of the CDBG and HOME projects would be deferred <br />until April 15th. <br /> <br />REPORT: JEFFERSON SCHOOL COMMUNITY PROCESS <br /> <br /> Mr. O'Connell said that Council's original guiding principles for Jefferson School <br />have been adapted with the intent of providing general guidance to the task force. Mr. <br />O'Connetl highlighted changes made in the document. <br /> <br /> Ms. Richards proposed that Council decide tonight to move forward with <br />advertising for the task force members and hiring of a facilitator. <br /> <br /> Mr. Cox said he supports moving forward with selection of the facilitator and <br />composition of the task force, but does not support holding a work session with the <br />steering committee as they requested. Mr. Cox said his desire is to conclude the <br />discussion tonight. <br /> <br /> Mr. Toscano said a facilitator cannot be hired without deciding on the charge, and <br />expressed concern that there are still some unanswered questions. Mr. Toscano said <br />Council could spend some time discussing the matter at its budget work session on <br />Wednesday if a conclusion is not reached tonight. <br /> <br />It was the consensus of Council to keep the membership of the task force at 15. <br /> <br /> Mr. Caravati said he would favor the original task force composition as <br />recommended by the steering committee with the addition of a PTO representative, a <br />representative of Parks and Recreation Advisory Committee, and a citizen. <br /> <br /> Mr. Toscano said he would favor looking for those categories, with the <br />understanding that they may not all be appointed. <br /> <br /> Ms. Richards said she wants to commit to include those members recommended <br />on the original list. <br /> <br /> Mr. Cox said his understanding is that people involved in the recommendation <br />will be satisfied with Council choosing from those categories. <br /> <br /> Mr. Caravati said he agrees with considering all the categories, but not <br />guaranteeing each one. <br /> <br /> Mr. Toscano made a motion that Council will consider expertise and experience <br />drawn from the following groups and individuals in appointing members of the task <br />force: Preservation Piedmont, Preservation Jefferson, Jefferson School Alumni <br />Association, Citizens for Jefferson School, Early Childhood Education Specialist and/or <br />Parent, Starr Hill Neighborhood Representative, Carter G. Woodson Institute and/or <br /> <br /> <br />
