29 <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Council'voted to go into <br />closed session (Ayes: Mr, Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br />Noes: None.) for the purpose of discussion and consideration ofprospective candidates <br />for appointment to City boards and commissions, as authorized by Section 2.2- <br />3711(A)(1) of the Virginia Code, and to obtain legal advice through consultation with <br />legal counsel regarding the City's authority over specific proposed land use <br />developments, as authorized by Section 2.2-371 l(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Cox, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date <br />pursuant to an affirmative recorded vote and in accordance with the provisions of the <br />Virginia Freedom of Information Act; and <br /> <br /> WHEREAS, Section 2.2-3711 of the Code of Virginia requires a certification by <br />the Council that such closed meeting was conducted in confor~ with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby <br />certifies that, to the best of each member's knowledge, (i) only public business matters <br />lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the closed meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the closed meeting were <br />heard, discussed or considered by the Council. <br /> <br />APPOINTMENTS: BO~S AND CO~SSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Ms. Wilma Hartung and Ms. <br />Virginia RoY were reappointed to two-year terms on the Jefferson Area Advisory <br />Council These terms will expire on March 31, 2004. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Mr. Joseph J. Saunders, III <br />was appointed to an unexpired plus three-year term on the Personnel Appeals Board. <br />This term wffi expire on December 31, 2005. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Ms. Felice Boling-Key, Mr. <br />Tony LaBua, and Mr. Dana B. Trom were appointed to four-year terms on the Vendor <br />Appeals Board.
