32 <br /> <br /> Mr. Kenneth Jackson' 712 Ridge Street, said that he will miss Mr. Toscano when he <br />goes off of Council and thinks he has done an excellent job. Mr. Jackson questioned the <br />City's priorities when Johnson School needs a roof replaced now and Jefferson School <br />needs renovating, but money is spent on traffic calming, a free bike program and <br />renovation of the Greyhound Bus Station. Mr. Jackson said we have to come together as <br />a city. <br /> <br />PUBLIC I:IEARING/RESOLUTION: ACTION PLAN/AMENDMENT TO <br />CONSOLIDATED PLAN FOR CITY/THOMAS JEFFERSON HOME CONSORTIUM <br />FY 2002-2003 <br /> <br /> Ms. Missy Creasy, Planner in Neighborhood Development Services, explained that <br />Council has before it the annual Action Plan of the Consolidated Plan wl-dch is the <br />application to the U.S. Department of Housing and Urban Development for the receipt of <br />CDBG and HOME funds. Ms. Creasy said this is the third and final year of the Action <br />Plan and it outlines goals and projects to be funded in 2002-03. Ms. Creasy said that <br />HUD has requested an amendment to the Plan to include Non-housing Community <br />Development Objectives once the Comprehensive Plan was complete. Goals, Objectives <br />and Actions from the Neighborhood Plans for the CDBG neighborhoods have been <br />included in this insert which wffi be integrated into the Consolidated Pla~ <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Responding to questions from Mr. Caravati, Ms. Creasy said that the next <br />Consolidated Plan will be a five-year Plan, and she will provide information on how <br />outlying counties have done with their plans. Ms. Creasy said she supposes that HOME <br />funds allocated to Charlottesville could be used outside of Charlottesville. <br /> <br /> Mr. Toscano said he has always been concerned that funds are equally allocated <br />rather than allocated to a regional goal, and said he would support having the flexibility <br />to use the City's share in other localities for projects that could benefit the City. <br /> <br /> Ms. Creasy said this might be something to bring to the regional housing directors <br />meeting for discussion. <br /> <br /> Ms. Richards said she definitely would support that concept if Council would have <br />some input in how the funds would be used. <br /> <br /> Mr. Lynch agreed and made a motion to approve the FY 2002-03 Action Plan of <br />the Consolidated Plan and Amendment to the Consolidated Plan for the City of <br />Charlottesville' and the Thomas Jefferson HOME Consortium, and to direct staff to make <br />note of Council's interest in programming CHDO and HOME funds for regional issues. <br />Mr. Cox seconded the motion. <br /> <br /> Ms. Richards said that, contrary to statements recently made, the City does invest in <br />low income neighborhoods. <br /> <br /> Mr. Lynch's motion was approved by the following vote. Ayes: Mr. Caravati, Mr. <br />Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />REPORT: HOUSING STRATEGY UPDATE <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, explained that the City adopted <br />the housing strategy in 1999 which includes six goals: balance of housing types; <br />provision of adequate quality and affordability of housing; encourage home ownership <br />opportunities; encourage regional approach to provision of low-income housing; preserve <br />neighborhoods; and expand housing oppommities for middle-income homeownership <br />and rentaL Mr. Huja reviewed housing trends and data; housing programs; housing <br />development opportunities; and future initiatives. Mr. Huja asked Council for guidance <br />on the recommended future initiatives. <br /> <br /> <br />
