Ms. Richards said she shares Mr. Cox's concerns about the sides of the <br />building, and said if an RFP will help the design it is okay with her. <br /> Mr. Toscano said he is not enamored of the design either, and is open to the RFP <br />process, but ~ concern is that it will be a disaster if it tums into essentially a redesign of <br />the building. Mr. Toscano noted that the design is a compromise of many competing <br />interests, including the County, court and neighborhood. <br /> Mr. Caravati said that he is hearing that if Council decides to issue an RFP it will be <br /> done on the basis of the proposed programmatic design and footprint. <br /> Responding to a question from Mr. Caravati, Ms. Peacock said that issuing an RFP, <br /> including any public process, could take up to 40 weeks. <br /> Mr. Cox said he feels that is a fairly pessimistic view and thinks it could take only <br /> four months. <br /> Mr. Lynch said if there is a way to get comPetition on this he would favor it, but he <br /> does not want to hold it up 10 months. Mr. Lynch said he feels any decision needs to <br /> wait until after the public hearing. <br /> <br /> Mr. Cox recommended that staff begin to draft an RFP immediately and be ready to <br /> go based on the public process.
