57 <br /> <br /> Ms. Richards agreed with Ms. Searl's suggestion for a tiered system, and said she <br />would like to see the City consider it when the new system is in place. <br /> <br /> Mr. Toscano said the City needs to keep monitoring the situation to encourage <br />water conservation. He said he thinks more savings will be seen with the low-flow <br />toilets. Mr. Toscano noted that water costs very little. <br /> <br /> On motion by Mr. Cox, seconded by Ms. Richards, the ordinance entitled "AN <br />ORDINANCE TO AMEND AND REORDAIN SECITONS 31-56, 31-57, 31-60, 31-61, <br />31-62, 31-153, AND 31-156, OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO UTILITY RATES" was <br />offered and carried over to the next meeting for consideration. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Ms. Richards, seconded by Mr. Cox, the following consent agenda <br />items were approved by the following vote. APPROPRIATION: $3,000 - Donation for Washington Park Bog Garden <br /> (2~ reading) <br /> <br /> WHEREAS, the Albemarle Garden Club has given the City of Charlottesville <br />$3,000 for work at the Washington Park Bog Garden; <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />$3,000 be appropriated to account code 26-173-073108-50111 in the Capital Fund for the <br />purpose of carrying out this work. <br /> <br />b. RESOLUTION: Extending Lease between City and Charlottesville Industrial <br /> Development Authority <br /> <br /> WHEREAS, by ordinance dated August 20, 2001 the City Council of the <br />City of Charlottesville authorized the lease of City property located at 7th and East <br />Jefferson Streets ("the subject property") to the Charlottesville Industrial <br />Development Authority ("CIDA") to be used for economic development purposes; <br />and, <br /> <br /> WHEREAS, City Council authorized the lease from the City to CIDA for a <br />term of thirty years; and, <br /> <br /> WHEREAS, the City and CIDA did in fact enter into and execute a lease <br />for the subject property for a period of thirty years, beginning April 1, 2002 and <br />expiring March 31, 2032; and, <br /> <br /> WHEREAS, CIDA, for purposes of economic development and to <br />promote industry and to develop trade by inducing commercial enterprises to <br />remain in or locate within the City, has negotiated a lease of the subject property <br />to SNL Downtown Development LC ("SNL Downtown"); and, <br /> <br /> WHEREAS, the lease between CIDA and SNL Downtown provides for a <br />one year upfit and renovation period, followed by thirty years of occupancy by <br />SNL Downtown as tenant of the subject property, with said lease scheduled to <br />expire on March 31, 2033; and, <br /> <br /> WHEREAS, it is in the best interests of both CIDA and the City that the <br />lease between them extend beyond the time that the sub-lease between CIDA and <br />SNL Downtown is scheduled to expire; and, <br /> <br /> <br />
