59 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CiTY COUNCIL WILL BE HELD ON Monday, June 17, 2002 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS; Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR Jeanne Cox (signed) SECOND FLOOR CONFERENCE ROOM - June 17, 2002 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms, Richards, Mr. Toscano. On motion by Mr. Toscano, seconded by Mr. Cox, Council voted (Ayes: Mr. Caravati, Mr. Cox, Mr. Toscano. Noes: None. Absent for the vote: Mr. Lynch and Ms. Richards) to go into a closed session for discussion of consideration of prospective candidates for appointment to City boards and commissions, and for the performance evaluations of two specific public officers, all as authorized by Virginia Code Section 2.2-3711 (A)(1) and for consultation with legal counsel to discuss strategy pertainiv~g to actual litigation, to discuss a lump sum settlement ora workers compensation claim, and for the provision of legal advice regarding University development on Ivy Road, all as authorized by Virginia Code Section 2.2-3711(A)(7). On motion by Mr. Toscano, seconded by Mr. Lynch, Council certified (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) that, to the best of each Council Members knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. The closed session as continued until after the regular meeting. COUNCIL CHAMBER - June 17, 2002 Council met in regular session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. AWARDS/RECOGNITIONS Mr. Caravati presented a proclamation to Mr. Toscano in recognition of his twelve years on City Council. Mr. O'Cormell presented a plaque to Mr. Toscano in recognition of his service on Council, Mr. Toscano said he feels that the City is much better and stronger than it was in 1990 when he first was elected to City Counci[ Mr. Toscano said he has served with the best City Councilors. He also thanked City staff. Ms. Richards said that Mr. Toscano has been balanced in his approach to issues and brought a special leadership and quality to Council. Mr. Caravati categorized Mr. Toscano as the sage on Council because of the way he approaches issues.
