APPROPRIATION <br />$25,000 COMPUTER <br />ASSISTED ASSESSING <br />PROGRAM <br /> <br />ORDINANCE RE: <br />FIRE PREVENTION <br />CODE <br /> <br />ORDINANCE <br />~EZONING LAND LOCATED <br />AT ST. CHARLES <br />AND TAYLOR STREETS <br /> <br />PUBLIC <br /> <br />OTHER BUSINESS <br /> <br />COMBINATION OF CITY, COUNTY, AND STATE REVENUES, HAVE ALREADY <br /> <br />BEEN SET ASIDE. <br /> <br /> MR. WILEY INDICATED THE APPROPRIATION RESOLUTION IS BEING <br /> <br />HELD UNTIL HE DETERMINES WHETH[]R OR NOT THE CITY IS REQUIRED TO <br />APPROPRIATE THE COUNTY'S SHARE FOR TB~S PROJECT. <br /> <br /> 0N MOTION BY MR. ALBRO, SECONDED BY DR. HALL, THE APPROPRIATION <br />WAS CARRIED FOBWARD TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> MR. HENDRIX STATED THAT STAFF CONTINUES TO LOOK FOR METHODS <br /> <br />AND MEANS OF REDUCING COSTS. AS AN EXAMPLE, HE CITED THE COMPUTER <br />ASSISTED APPRAISAL SYSTEM, WHICH HAS RESULTED IN SIGNIFICANT COST <br />SAVINGS. HE ALSO MENTIONED THAT SINCE THIS SYSTEM ONLY APPLIES <br />TO RESIDENTIAL PROPERTY. THE CITY WAS NOW CONSIDERING A SIMILAR <br />PROGRAM FOR INDUSTRIAL AND COMMERCIAL PROPERTIES. <br /> <br /> MR. THOMAS BRANHAM, CITY ASSESSOR, FOLLOWING MR. HENDRIX'S <br />REMARKS, REVIEWED A REPORT PRESENTED TO COUNCIL REGARDING THE COMPUTER <br />ASSISTED INDUSTRIAL AND COMMERCIAL APPRAISAL PROGRAM. MR. BRANHAM <br />FURTHER INDICATED THAT THE $25,000 APPROPRIATION FOR THE NEW PROGRAM <br />WOULD PROVIDE CHARLOTTESVILLE WITH A COMPLETELY COMPUTERIZED APPRAISAL <br />SYSTEM, WITH THE MAJOR BENEFIT BEING INCREASED UNIFORM ASSESSMENTS <br />FOR ALL PROPERTIES. HE CONTINUED THAT THE REASSESSMENT OF COMMERCIAL <br />AND INDUSTRIAL PROPERTIES WOULD RESULT IN INCREASED ANNUAL REVENUES <br />OF APPROXIMATELY $100,000. <br /> <br /> ON A MOTION BY MR. CONOVER, SECONDED BY ~R. ALBRO, THE APPROPRI- <br /> ATION WAS CARRIED FORWARD TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> MR. WILEY EXPLAINED THAT THE ORDINANCE WAS PREPARED TO REVISE <br /> SECTIONS OF THE CITY CODE TO TAKE ADVANTAGE OF LOCAL OPTION LEGIS- <br /> LATION CONCERNING THE INSTALLATION OF SMOKE DETECTORS IN APARTMENTS <br /> (4 OR MORE UNITS), ROOMING HOUSES, AND HOTELS BY SEPTEMBER l, 1982. <br /> HE CONTINUED THAT THE ORDINANCE REINSTITUTES THE CITY'S FIRE PRE- <br /> VENTION CODE. <br /> <br /> MR. ALBRO ASKED MR. WILEY FOR WQBDI.NG CLARIFICATION IN SECTION <br /> 11.1-5 OF THE FIRE PREVENTION CODE, CONCERNING THE RESPONSIBILITIES <br /> FOR REPAIRING THE SMOKE DETECTORS. MR. WILEY STATED HE WOULD <br /> ATTEMPT TO CLARIFY THE LANGUAGE USED, WHICH IS STATE-MANDATED, <br /> PRIOR TO THE NEXT MEETING. <br /> <br /> ON MOTION BY MR. ALBRO~ SECONDED BY DR. HALL, THE ORDINANCE WAS <br /> CARRIED FORWARD TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> MR. SATYENDRA HUJA, DIRECTOR OF COMMUNITY DEVELOPMENT, EX- <br /> PLAINED THIS REZONING REQUEST AND RECOMMENDED ITS APPROVAL. <br /> <br /> ON MOTION BY MR. CONOVER, SECONDED BY MR. ALBRO, THE ORDINANCE <br /> WAS CARRIED FORWARD TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> MR. DAVE HARLOW OF 1611 MERIDIAN STREET, WAS INTERESTED IN <br /> <br /> KNOWING IF THE PRICE OF A FIRE ALARM BOX WOULD REMAIN THE SAME. MR. <br /> HENDRIX COMMENTED THAT IT IS A METTER iOF "SUPPLY AND DEMAND'' <br /> MR. BUCK QUESTIONED WHETHER OR NOT THE PROPOSED COMMUNITY <br /> DEVELOPMENT BLOCK GRANT FUNDS COULD BE UTILIZED FOR PROVIDING <br /> <br /> <br />
