26.1 <br /> <br /> MR. FRANCIS FIFE, PRESIDENT OF CHIP, COMMENDED COUNCIL FOR <br /> <br />THEIR HARD WORK, SAYING AN EXCELLENT JOB HAD BEEN DONE FOR THE CITY. <br /> <br />MR. FIFE REQUESTED A WORK SESSION FOR A MORE LENGTHY DISCUSSION TO <br /> <br />INCLUDE QUESTIONS AND SUGGESTIONS REGARDING CDBG. MR. FIFE GAVE <br /> <br />A BRIEF BACKGROUND OF THE HOUSING DIFFICULTIES IN THE CITY DATING BACK <br />TO THIRTY YEARS AGO. HE STATED THAT CHIP IS THE BEST HOUSING PROGRAM <br />THE CITY HAS AND TH. AT THE ORGANIZATION IS PART OF THE REASON CHAR <br /> <br />LOTTESVlLLE MAS BEEN GIVEN THE ALL, AMERICA CITY AWARD. HE CONTINUED, <br /> <br />SAYING CHIP IS EFFECTIVE AND THE WAY FOR THE CITY TO HELP MAIN- <br /> <br />TAIN ITS HOUSING STOCK. <br /> <br /> BARRY KASTNER. DIRECTOR OF CHIP, DISTRIBUTED A BUDGET PACKET <br /> <br />TO COUNCIL, INCLUDING ADDITIONAL INFORMATION REGARDING THE DE- <br />FERRED PAYMENT LOAN PROPOSAL AND THE HOUSING FOUNDATION'S LOW <br />INTEREST LOAN FUND. MR. KASTNER EXHIBITED A MAP OF HOUSES RE- <br />HABILITATED BY CHIP SINCE 1975. MR. KASTNER STATED THAT CHIP <br /> <br />HAS BEEN SUCCESSFUL IN KEEPING SOME NEIGHBORHOODS FROM DETERIORATING <br /> <br /> INTO SLUM CONDITIONS. HE INDICATED THERE IS A LIST OF 25-30 PEOPLE <br /> <br />WAITING FOR ASSISTANCE. IT WOULD TAKE TWO YEARS TO REACH ALL <br />OF THESE FAMILIES, MR, ~ASTNER STATED THAT HE HAD PREPARED TWO <br />BUDGETS; ONE ENABLES THE PROGRAM TO OPERATE AT A BASIC EXISTENCE <br />LEVEL AND THE SECOND TO ENHANCE THE PROGRAM TO BRING IT ABOVE <br />A BARE-BONES OPERATION. THE SECOND BUDGET WOULD ENABLE THEM TO <br /> <br />REHABILITATE THIRTY HOUSES PER YEAR. <br /> <br /> MR. KASTNER CONTINUED, SAYING THAT CHIP HAS NOT BEEN ABLE TO <br /> <br /> UTILIZE ALL THEIR VOLUNTEERS BECAUSE OF THE LACK OF ESSENTIAL <br /> STAFF TO SUPPORT AND MANAGE VOLUNTEERS AT JOB SITES. HE FURTHER <br /> STATED THAT CHIP MEETS ALL THREE GOALS OF THE ENTITLEMENT PROGRAM; <br /> SERVING LOW INCOME FAMILIES, CORRECTING HEALTH AND SAFETY <br /> HAZARDS AND ELIMINATING BLIGHT· HE INDICATED THAT TO DO THE JOB <br /> EFFECTIVELY, Cb~IP IS REQUESTING tZ5 OF THE FUNDS TO BE APPLIED <br /> TO HOUSING REHABILITATION. <br /> <br /> CHARLIE R. MOORE OF 303 FARM LANE, REQUESTED CONSIDERATION OF <br /> SIDEWALKS ON JEFFERSON AND HIGH STREETS AND ALSO IN COMMUNITIES <br /> WHERE THEY DO NOT EXIST. HE STATED THAT THERE ARE MANY AREAS THAT <br /> NEED 'WALK SIGNSt SUCH AS AT THE CORNER OF 9TH AND MARKET STREETS <br /> MR. MOORE ALSO SPOKE IN FAVOR OF THE EFFORTS OF CHIP BECAUSE OF <br /> ITS WIDESPREAD EFFORTS THROUGHOUT THE CITY. <br /> <br /> MRS. ETHEL HENDERSON OF THE FIFEVILLE NEIGHBORHOOD ASSOCIATION <br /> <br /> ASKED THAT A PORTION OF THE GRANT BE USED FOR THE FIFEVILLE <br /> NEIGHBORHOOD. SHE SITED SEVERAL PROBLEMS THAT EXIST IN THAT AREA, <br /> SUCH AS A DRAIN DITCH NEEDED ON 7~ STREET AND THE NEED FOR A <br /> DITCH COVERING OR FENCE ON PROPERTY LOCATED AT 313 5TH STREET, <br /> SW. MRS. HENDERSON ALSO REQUESTED ASSISTANCE FOR MODERATE INCOME <br /> PEOPLE WHO ARE JUST ABOVE THE INCOME LEVEL TO QUALIFY FOR THE <br /> CHIP PROGRAM. SHE ASKED FOR LOW INTEREST HOME IMPROVEMENT LOANS <br /> TO KEEP HOMES FROM BECOMING SLUM AREAS. <br /> <br /> THE PUBLIC HEARING WAS CLOSED BY MAYOR BUCK <br /> MAYOR BUCK SUGGESTED THAT COUNCIL HOLD FURTHER COMMENTS AND <br /> QUESTIONS UNTIL AFTER THE PLANNING COMMISSION'S MEETING AND THAT <br /> <br /> <br />
