MR. ALBRO STATED THAT HE DID NOT FORESEE MANY <br /> <br />GROUPS ASKING FOR EXEMPTION WHO DO NOT ALREADY HAVE IT. HE SAID <br /> <br />HE WOULD RATHER GRANT A TAX EXEMPT STATUS RATHER THAN FUND THEM <br /> <br />THROUGH GENERAL REVENUE. <br /> <br /> MR. BUCK COMMENTED THAT HE WGULD RATHER FUND HEARTHSTONE <br /> <br />THROUGH BUDGETARY APPROPRIATION PROCEDURES R:AT~PJ~R THAN GRANTING A <br /> <br />TAX EXEMPT STATUS~ BOTH BEING METHODS OF SUBSIDIZING A PRIVATE <br /> <br />NON-PROFIT ORGANIZATION. HE STATED THAT IN APRIL HE WOULD HAVE <br /> <br />TO VOTE AGAINST OTHER WORTHWHILE NON-PROFIT ORGANIZATIONS AND IN <br /> <br />ALL FAIRNESS WOULD RATHER CONSIDER HEARTHSTONE ALONG WITH THOSE <br /> <br />OTHER ORGANIZATIONS. <br /> <br /> THE MOTION WAS DENIED BY THE FOLLOWING VOTE: AYES: MR. <br />BUCK, MR, CONDVER. HAS ALREADY <br />QUALIFIED UNDER SECTION 501(C)(3) OF THE INTERNAL REVENUE CODE <br />AS EXEMPT FROM FEDERAL TAXATION; AND <br /> <br /> WHEREAS, THE HEARTHSTONE CHILDRENS' HOUSE, INC. HAS BEEN <br />ESTABLISHED AS A NON-STOCK, NON-PROFIT CORPORATION TO FULFILL THE <br />CHARITABLE AND BENEVOLENT OBJECTIVE OF PROVIDING HOUSING FOR <br />FAMILIES OF CHILDREN RECEIVING MEDICAL TREATMENT AT THE UNIVERSITY <br />OF VIRGINIA MEDICAL CENTER IN CHARLOTTESVILLE, VIRGINIA. <br /> <br /> BE IT RESOLVED THAT THE CITY OF CHARLOTTESVILLE, AFTER CONSIDER.ING <br />THIS MATTER AT ITS REGULARLY SCHEDULED MEETING OF CITY COUNCIL ON <br />FEBRUARY 1, 1982, DOES HEREBY ENDORSE, SUPPORT AND APPROVE HOUSE <br />BILL NO. 349 AND THE TAX EXEMPT STATUS OF THE HEARTHSTONE CHILDRENS' <br />HOUSE, INC., UNDER STATE AND LOCAL LAW. <br /> <br /> ON MOTION BY MS. GLEASON, COUNCIL UNANIMOUSLY APPOINTED <br /> <br />SGT. WILLIAM DAVIS TO THE COMMUNITY ATTENTION ADVISORY BOARD. <br /> <br /> GARY O'CONNELL, ASSISTANT CITY MANAGER, MADE A PRESENTATION <br /> <br />OUTLINING THE VARIOUS TRANSIT SERVICE LEVEL ALTERNATIVES, AS RE- <br />QUESTED BY COUNCIL. MR. O'CONNELL GAVE A BRIEF DESCRIPTION OF EACH <br />OF THE ALTERNATIVES. <br /> <br /> MS. SHARON DUDLEY OF GREENBRIER TERRACE PRESENTED A PETITION <br /> <br />FROM APPRO IMATELY 75 DAILY RIDERS OF ROUTE 5 AND RGED COUNCIL TO <br /> <br />MAINTAIN THE ROUTE AS IT IS. <br /> MR. LEROY CHADWICK OF 1800 JEFFERSON PARK AVENUE STRESSED THE <br /> <br />IMPORTANCE OF THE PUBLIC TRANSIT SYSTEM TO A CITY. HE LISTED THOSE <br />WHO DO NOT HAVE A CHOICE OF WHETHER TO RIDE PUBLIC TRANSPORTATION <br />OR DRIVE THEIR CARS, SUCH AS THE POOR AND STUDENTS WHO DO NOT <br /> <br />HAVE CARS HERE IN THE CITY, AS THOSE WHO RELY ON THE BUS SERVICE. <br /> <br />HE STATED THAT CITY BUS TRANSPORTATION IS AN ALTERNATIVE TO CONGES- <br />TION AND GASOLINE COSTS AND BACKUP METHODS IN AN EMERGENCY. MR, <br />CHADWICK INDICATED THAT HE IS AMONG THE GROUP OF PEOPLE WHO CHOOSE <br /> <br />NOT TO .OWN A CAR AND HEAVILY RELY ON BUS TRANSPORTATION. HE <br /> <br />ALSO STATED THAT THE BUS SERVICE HAS SUFFERED BECAUSE OF OLD BROKEN <br />DOWN BUSES AND THAT WITH NEW BUSES, SERVICE SHOULD BE MORE RELIABLE. <br />HE ALSO POINTED OUT THAT THE LACK OF BUS SERVICE FROM THE UNIVERSITY <br /> <br /> <br />
