'PUBLIC HEARING RE: <br />CHARLOTTESVILLE <br />HIGH SCHOOL PROJECTS <br />AND FINANCING <br /> <br /> MR. HENDRIX OUTLINED FOUR PROJECTS PROPOSED FOR CHARLOTTESVILLE <br /> <br /> HIGH SCHOOL. HE STATED THAT THE HONEY RECEIVED FROM THE RIVANNA WATER <br /> AND SEWER AUTHORITY FROM THE SALE OF THE SEWAGE TREATMENT AND WATER <br /> PLANTS THAT BELONG TO THE CITY WILL AMOUNT TO 4.5 MILLION DOLLARS. <br /> THE MONEY WILL BE RECEIVED IN JUNE !1983 AND COULD BE USED TO MAKE <br /> PROVEMENTS TO OHS, MR,HENDRIX LISTED THE FOUR PROJECTS AS l) AN <br /> AUXILIARY GYM, 2) AUDITORIUM, 3) SPORTS COMPLEX AND 4) ROOF REPAIR. <br /> ~4R. HENDRIX ALSO STATED THAT COSTS FOR THESE PROJECTS WILL HAVE NO <br /> IMPACT ON THE CITY'S GENERAL FUND. <br /> <br /> ROBERT SHEETS, DIRECTOR OF FINANCE OUTLINED THE TWO COMPONENTS <br /> <br /> OF FINANCING THE PROJECTS~ 1) THE ISSUANCE OF $3,000,000,00 IN TWO <br /> YEAR BOND ANTICIPATION NOTES AND 2) COUNCIL AUTHORIZATION FOR THE <br /> SCHOOL BOARD TO MAKE APPLICATION TO THE STATE LITERARY FUND FOR A <br /> LOAN. <br /> <br /> DAVID SHEFFIELD OF THE CITY SCHOOL BOARD ADDRESSED COUNCIL, <br /> INDICATING THE BOARD'S SUPPORT OF THE FOUR PROJECTS. <br /> <br /> RON HUTCHINSON, PRINCIPAL OF CHARUOTTESVILLE HIGH SCHOOL, ALSO <br /> <br /> SPOKE ON BEHALF OF THE NEED FOR THE COMPLETION OF <br /> <br /> THAT SINCE L97~ CHS HAS REMAINED INCOMPLETE AND HAS BEEN AN INADEQUATE <br /> FACILITY, MR. HUTCHINSON SAID THAT BECAUSE OF LIMITED FACILITIES, <br /> IT HAS BEEN NECESSARY TO ELIMINATE ELECTIVE PROGRAMS IN PHYSICAL <br /> EDUCATION, RESULTING IN NO ORGANIZED PHYSICAL EDUCATION FOR SOME <br /> STUDENTS. HE ALSO STATED THAT THE ACCOMPLISHMENTS OF MUSICAL GROUPS, <br /> THE DEBATE, TEAM, ETC. ARE RECOGNIZED THROUGHOUT THE STATE, BUT BECAUSE <br /> OF THE LACK OF AN AUDITORIUM THESE GROUPS ARE UNABLE TO PERFORM BEFORE <br /> THEIR FELLOW STUDENTS, PARENTS AND TOWNSPEOPLE. AT PRESENT THERE ARE <br /> NO CULTURAL PERFORMANCES PRESENTED AND NO SCHOOL-WIDE ASSEMBLIES. <br /> <br /> TOMMY THEODOSE, ATHLETIC DIRECTOR OF CHARLOTTESVILLE HIGH SCHOOL, <br /> EXPRESSED THE NEED FOR ADDITIONAL INDOOR GYM AND LOCKER SPACE. HE <br /> INDICATED THAT IT IS DIFFICULT TO MAINTAIN THIRTY-ONE SPORTS WITHOUT <br /> <br /> PROPER ACCOMODATIONS. HE ALSO STATED THE LACK OF OFFICE SPACE FOR <br /> COACHES AND TEACHERS, INDICATING SOMETIMES TWELVE TO FIFTEEN PEOPLE <br /> <br /> SHARE THE SAME SPACE. <br /> <br /> MARK KREBS, VICE CHAIRMAN OF THE SCHOOL BOARD SUMMARIZED THE <br />STATEMENTS OF THE SCHOOL BOARD AND STAFF, AND POSED THE FOLLOWING <br />QUESTIONS, ~) ~S THERE NEED?~ 2) WILL THERE BE A POSITIVE IMPACT DN <br />THE CO'MMUNITY?~ AND 3) ZS IT FEASIBLE? MR, KREBS STATED THAT ALL OF <br /> <br />THESE QUESTIONS HAD BEEN AFFIR~ATt;VELY AND CLEARLY DEFINED BY THE SPEAKERS. <br /> <br /> JIHMY MILLER OF 4'~7 ~RANDON AVENUE ASKED SEVERAL QUESTIONS OF <br /> <br />COUNCIL INCLUDING WHAT THE REVENUES WERE FROM THE SALE OF LANE HIGH <br /> <br />SCHOOL IN,COF~ARISON TO THE EXPECTED COSTS FOR A NEW :SPORTS OOMPLEX <br /> <br />AND THE COSTS OF RENTING SCOTT STADIUm? HE ALSO MADE REFERENCE TO THE <br />POSSIBILITY OF OTHER PROGRAMS BEING CUT BECAUSE DF STATE FUNDING TO <br />THESE PROdECTS. <br /> <br /> COUNCIL RESPONDED TO MR. MILLER'S QUESTIONS~ INDICATING THE SALE <br /> <br />OF LANE HIGH SCHOOL A~OUNTED TO $800,000 AND THE COST OF THE REPLACE- <br /> <br />MENT FIELD WILL BE $~,600,000.00, <br /> <br /> <br />
