REGULAR SESSION <br /> <br />APPROVAL OF MINUTES <br /> <br />PUBLIC <br /> <br /> THE REQUESTED $78,000 IN TACT, SO THAT SERVICES WILL NOT BE LIMITED. <br /> <br /> CONSTANCE BRENNAN OF 729 0RANGEDALE AVENUE EXPLAINED THE SERVICES <br /> <br />OF THE WOMEN'S HEALTH CENTER, ASKING COUNCIL TO CONSIDER ALLOCATING FUNDS <br />FOR THE CENTER. <br /> <br /> CHARLES ROSS OF 711 6TH STREET EXPRESSED CONCERNS ABOUT THE UNRELIABLE <br /> <br />BUS SERVICE. MR. ROSS COMPLAINED OF HAVING TO WA~T FOR THE BUS FOR AN HOUR. <br /> <br /> CYNTHIA STRATTON OF MACCA REMPHASIZED THE NEEDS OF THE MULTI-SITE <br /> <br />ASSOCIATION, STATING SHE HAS WORKED WITH THE GROUP. MS. STRATTON STATED THAT <br /> <br />THE GROUP IS IN NEED OF STRUCTURED ACTIVITIES. SHE CONTINUED, SAYING THAT <br /> <br />THE ASSOCIATION HAS A BEAUTIFUL COMMUNITY 'CENTER THAT IS NOT BEING UTILIZED <br />BECAUSE OF LACK OF MATERIALS AND MANPOWER. <br /> <br /> GENE DORMAN OF SOUTH 1ST STREET ADDRESSED THE NEED FOR STRUCTURED <br />ACTIVITIES FOR THE YOUTH OF THAT AREA. <br /> <br />FORREST KERN SPOKE IN SUPPORT OF CHIP AND ASKED COUNCIL TO RETAIN THE <br />$78,000 FUNDING REQUESTED BY THE ORGANIZATION. <br />MAYOR BUCK CLOSED THE PUBLIC HEARING. <br /> <br />THE MEETING WAS ADJOURNED, <br /> <br />PRESS'DENT <br /> <br /> COUNCIL CHAMBER - MONDAY, APRIL 5, 1982 <br /> <br /> COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS <br /> <br />PRESENT: MR. ALBRO, MR. BUCK, MR. CONOVER, MS. GLEASON, DR. HALL. <br /> <br />UPON REQUEST BY THE CITY ATTORNEY, ROGER WILEY, COUNCIL WAIVED APPROVAL <br />OF THE MINUTES OF MARCH 15TH UNTIL THE TEXT OF THE RESOLUTION AUTHORIZING <br /> <br />THE MAYOR TO SIGN THE REVENUE AND ECONOMIC GROWTH SHARING AGREEMENT COULD <br /> <br />BE INCLUDED. <br /> <br /> ON MOTION BY MR. CONOVER, SECONDED BY MS. GLEASON, COUNCIL UNANIMOUSLY <br /> <br />APPROVED THE MINUTES OF MARCH 17TH, 18TH, 22ND AND 25TH. <br /> <br /> COUNCIL AGREED TO WAIVE APPROVAL DF THE MINUTES OF MARCH 31ST TO PROVIDE <br /> <br />AMPLE TIME FOR REVIEW. <br /> <br /> LOUIS GLEASON, A RESIDENT OF THE CITY, ADDRESSED COUNCIL, REQUESTING <br />A TAX BE INSTITUTED ON THE SALE OF BEER, WINE AND CIGARETTES. MR. GLEASON <br />STATED THAT BY IMPOSING SUCH A TAX, REAL ESTATE TAXES COULD BE REDUCED. <br /> <br />MR. GLEASON ALSO SUGGESTED THE POSSIBILITY OF USING FUNDS COLLECTED FROM <br />A CITY LOTTERY TO BUILD AND REPAIR ROADS AND PAY PUBLIC SERVANTS. HE <br />CONTINUED, SUGGESTING INSTEAD OF A HOTEL/CONFERENCE CENTER, THE CITY <br />SHOULD BUILD AN APARTMENT COMPLEX ON VINEGAR HILL WHICH WOULD HOUSE 300 - <br /> <br />600 PEOPLE. <br /> MR. JOHN FALWELL OF 1206 MERIWEATHER STREET EXPRESSED HIS CONCERNS <br />ABOUT THE INCREASE IN REAL ESTATE ASSESSMENTS. <br /> <br /> MR. FALWELL ASKED COUNCIL TO ELIMINATE HIGH PERCENTAGE PAY RAISES FOR <br /> <br />CITY EMPLOYEES EARNING OVER $20~000 PER YEAR. HE ALSO ASKED FOR THE CON- <br /> <br />SIDERATION OF THE ELIMINATION OF ISSUING BONDS WITHOUT A PUBLIC REFERENDUM. <br /> <br /> TOM JACOBOWSKI OF 377 MINOR RIDGE ROAD, OWNER AND OPERATOR OF THE ROY <br /> <br />ROGERS RESTAURANT STATED THAT HE HAD PREVIOUSLY SUBMITTED TO COUNCIL A <br /> <br />PETITION WITH 4,979 SIGNATURES AGAINST AND 634 FOR IMPLEMENTING A TAX TO <br /> <br />SUPPORT THE VINEGAR ~ILL PROJECT. MR. JACOBOWSKI INFORMED COUNCIL THAT AS <br /> <br />PRESIDENT OF THE CHARLOTTESVILLE-ALBEMARLE RESTAURANT ASSOCIATION, HE <br />PLANNED TO CIRCULATE ADDITIONAL PETITIONS TO SUPPORT THE DENIAL OF IMPOSING <br />SUCH A TAX. <br /> <br /> <br />
