68 <br /> <br />AND MAY THEREAFTER BE EXPENDED FOR THE SAME PURPOSES AND <br />UPON THE SAME TERMS AND CONDITIONS AS FUNDS ORIGINALLY <br />APPROPRIATED OR ALLOCATED TO THE SAID PROGRAM. <br /> <br />THE DIRECTOR OF FINANCE AND THE DIRECTOR OF PLANNING AND <br />COMMUNITY DEVELOPMENT ARE HEREBY AUTHORIZED AND DIRECTED <br />TO TAKE WHATEVER STEPS MAY BE NECESSARY, CONSISTENT WITH <br />APPLICABLE FEDERAL REGULATIONS, TO IMPLEMENT THE INTENTION <br />OF COUNCIL EXPRESSED HEREIN. <br /> <br />(III) <br /> <br />ORDINANCE RE: <br />AMENDING ORDINANCE <br />PERTAINING TO CITY <br />MOTOR VEHICLE LICENSE <br /> <br />ORDINANCE RE: <br />REPEALING ORDINANCE <br />RELATING TO <br />RELOCATION AND NAME <br />CHANGE OF ROSE HILL <br />PRECINCT <br /> <br />ORDINANCE RE: <br />SETTING TAX LEVY <br /> <br />OTHER BUSINESS <br /> <br /> WHEREAS, THIS COUNCIL HAS PREVIOUSLY AUTHORIZED THE EXPENDITURE <br />OF FEDERAL STARR HILL REVITALIZATION PROGRAM FUNDS FOR THE COMMERCIAL <br />AND RENTAL HOUSING REHABILITATION LOAN PROGRAM; AND <br /> <br /> WHEREAS, THIS PROGRAM W:ILL.'PRODUCE INCOME FROM THE'REPAYMENTS OF <br />THE ORIGINAL LOANS; AND <br /> <br /> WHEREAS, THIS COUNCIL CONSIDERS IT TO HAVE BEEN THE ORIGINAL <br />INTENTION THAT SAID PROGRAM WAS ESTABLISHED AS A 'REVOLVING' FUND, IN <br />ORDER THAT SUCH REPAYMENTS MIGHT BE USED FOR THE CONTINUATION OF THE <br />PROGRAM; NOW, THEREFORE BE IT <br /> <br />THAT: <br /> <br />RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, <br /> <br /> INCOME RECEIVED FROM THE REPAYMENT OF LOANS IN THE AFORESAID <br /> PROGRAM SHALL BE CREDITED TO THE FOLLOWING DESIGNATED ACCOUNT <br /> IN THE STARR HILL REVITALIZATION PROGRAM FUNDs <br /> <br /> COMMERCIAL/RENTAL HOUSING REHABILITATION PROGRAM, <br /> YEAR 2- 21-71040 <br /> YEAR 3 21-71060 <br /> <br /> AND MAY THEREAFTER BE EXPENDED FOR THE SAME PURPOSES AND UPON <br /> THE SAME TERMS AND CONDITIONS AS FUNDS ORIGINALLY APPROPRIATED <br /> OR ALLOCATED TO SAID PROGRAM. <br /> <br /> 2. BUCK, MR. CONOVER, MS. GLEASON, DR. HALL. NOES: NONE. <br /> <br /> ON MOTION BY MR. ALBRO, SECONDED BY DR. HALL, AN ORDINANCE ENTITLED <br /> <br />'' AN ORDINANCE TO REPEAL THE ORDINANCE ADOPTED MARCH z, 1982, RELATING TO <br />THE RELOCATION OF THE POLLING PLACE AND CHANGE OF NAME OF THE ROSE HILL <br />PRECINCT'' WAS OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> ON MOTION BY MS. GLEASON, SECONDED BY DR. HALL, AN ORDINANCE ENTITLED <br /> <br />'' AN ORDI.NANCE TO ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES OF <br />PROPERTY FOR THE PAYMENT OF INTEREST AND RETIREMENT OF THE CITY DEBT, FOR <br />THE SUPPORT OF THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC <br />PURPOSES'' WAS OFFERED AND CARRIED OVER TO THE MEETING OF APRIL 12TH FOR <br />CONSIQERATION. <br /> <br /> MR. CONOVER STATED THAT HE HAD RECEIVED A REPORT FROM THE STAFF <br />CONCERNING AFFIRMATIVE ACTION AND ASKED THAT THE TOPIC BE DISCUSSED AT <br />THE NEXT COUNCIL MEETING. <br /> <br /> MAYOR BUCK ASKED FOR A REPORT FROM THE STAFF ON THE USE OF CITY <br /> <br />VEHICLES BY CITY EMPLOYEES, INDICATING THE NEED FOR THE PRESENT POLICY TO <br /> <br />BE RECONSIDERED. <br /> <br /> MR. BUCK ALSO MADE REFERENCE TO COMPLAINTS RECEIVED FROM CITIZENS ABOUT <br />CITY EMPLOYEES FROM PUBLIC WORKS AND PARKS AND RECREATION STANDING AROUND AT <br />PARTICULAR WORKSITES. MR. BUCK ASKED FOR A REPORT EVALUATING THE PERFORMANCE <br /> <br />OF EMPLOYEES IN THESE DEPARTMENTS. HE STATED THAT HIS REQUEST WAS NOT TO BE <br /> <br /> <br />
