APPOINTMENTS <br /> <br />RETIRED <br />EMPLOYEES: <br />GEORGE GILLIAM <br /> <br />STAFF REPORT: <br />DAIRY ROAD <br />SIDEWALK <br />(CONTINUED) <br /> <br />STAFF REPORT: <br />SETTLEMENT WITH <br />CONTRACTOR <br />ELDERLY HIGHRISE <br /> <br /> On nomination by Mr. Albro, Mr. Sidney Rush was reappointed to the <br /> Industrial Development Authority. <br /> <br /> On nomination by Mr. Albro, Mr. Edward Tayloe, II was appointed to <br /> <br /> the Industrial Development Authority. <br /> <br /> On nomination by Mrs. Gleason, Mrs. Mary Ann Elwood was appointed <br /> <br /> to the Youth Service Citizens Board. <br /> <br /> On nomination by Mr. Conover, Mr. Douglas Gilpen was appointed to <br /> <br /> the Architectural Review Board. <br /> <br /> On nomination by Dr. Hall, Mr. Frank Johnstone was reappointed to <br /> <br /> the Highway Safety Commission. <br /> <br /> Mr. George Gilliam expressed his concern that the City had recommended <br /> no cost of living increase for retired City employees. Mr. Gilliam <br /> requested that Section 2-215 of the City Code be amended to provide for <br /> such an increase for this year and for future years. <br /> <br /> Mr. Albro stated that before approving a change in the City Code, he <br /> would like to see a response from the citizens who would be directed <br /> effected. <br /> <br /> Mr. Conover made a motion that a study of a post-retirement supplement <br />be referred to the Retirement Commission. The motion was seconded by Mr. <br />Albro and unanimously approved. <br /> <br /> Mr. David Nelson, President of the Barracks-Rugby-Preston Neighborhood <br />Association spoke on behalf of the need for a sidewalk on Dairy Road. Mr. <br />Nelson presented a petition signed by the residents of that area asking <br />Council to approve construction of the sidewalk. <br /> <br /> Mr. Nelson also read a statement from Mr. Jimmy Dunbar of Charlottesville <br />City Schools, in support of the sidewalk. <br /> <br /> A member of the Walker Middle School PTO expressed the concerns of <br /> <br />that organization stating that the sidewalk would benefit children walking <br /> <br />to and from school. <br /> <br /> Paul Saunier of 1400 Rugby Road stated he is in favor of increasing <br /> <br />taxes to increase the safety of the Dairy Road area. <br /> <br /> Robert M0je of 1522 Dairy Road addressed Council, asking for a definite <br />date for the beginning of the sidewalk construction, because his property <br />will be effected. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Albro, the motion to approve <br />construction of the Dairy Road sidewalk was approved by the following vote: <br />Ayes: Mr. Albro, Mr. Buck, Mrs. Gleason, Dr. Hall. Noes: Mr. Conover. <br /> <br /> Mr. Buck motioned that the $45,867.27 from settlement with the <br /> <br />contractor of the Elderly Highrise be used for construction of the sidewalk <br />to cover the escalation in cost from $20,000 to $65,000. Mr. Albro seconded <br />the motion and it was approved by the following vote: Ayes: Mr. Albro, <br />Mr. Buck, Mrs. Gleason, Dr. Hall. Noes: Mr. Conover. <br /> <br /> On motion by Mr. Albro, seconded by Dr. Hall, Council unanimously <br /> <br />agreed to appropriate the $45,867.27 from the Elderly Highrise to the <br /> <br />Capital Improvement Fund to be used for sidewalk construction. <br /> <br /> Cole Hendrix, City Manager, explained that $385,000 of City funds had <br />been added to HUD funds to build the Elderly Highrise facility. He stated <br />that as a result of settlement of lawsuits, the total of the final bill is <br />known. He continued', stating that the City only needed to provide $339,132.73, <br /> <br /> <br />
