PUBLIC <br /> <br />911 SYSTEM <br /> <br />TV RECEPTION <br /> <br />OTHER BUSINESS: <br />SUMMER PLAYGROUND <br />SITES <br /> <br /> Roger Wiley, City Attorney, stated that a proposed restrictive <br /> <br />covenant had been received from Mr. Thomas Michie, attorney for the <br />applicants. (This agreement would guarantee the continuation of the <br />neighborhood retail use that exists.). Mr. Wiley explained that the <br />wording of the agreement is not satisfactory and suggested the ordinance <br />be carried over to the next meeting, providing time to haveit properly <br />worded. <br /> <br /> On motion by Mr. Albro, seconded by Mrs. Gleason, an ordinance <br /> <br />entitled "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP IN- <br />CORPORATED IN SECTION 31-4 OF THE ZONING ORDINANCE OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE BY THE REZONING OF A PARCEL OF LAND LOCATED ON <br />RIVES STREET" was offered and carried over to the next meeting for <br />consideration. <br /> <br /> Gail Comras of Meridian Street, addressed Council, asking if it <br /> <br />was appropriate to comment on the Rives Street ordinance. <br /> <br /> Mr. Wiley indicated that since a public hearing had been held on <br /> <br /> the matter, it would not be appropriate for discussion at this time. <br /> <br /> Mr. Buck indicated to Mrs. Comras that if she submitted her <br /> <br />questions to Council after the meeting, they would provide answers. <br /> Mrs. Comras stated she would be satisfied with that procedure. <br /> <br /> Mr. Jakubowski of 1418 Emmet Street addressed Council, asking if <br /> incorporating a 911 telephone system had ever been investigated. <br /> <br /> Mr. Buck responded, indicating that a committee has been studying <br /> <br /> such a system for several years. <br /> <br /> Mr. Hendrix stated that the committee is close to having a re- <br /> <br /> commendation within thirty to sixty days on costs and what organizations <br /> will be included. He also stated that the report is not a commitment <br /> that the City will adopt such a system because-there are several factors <br /> that need to be studied. <br /> <br /> Mr. Jakubowski also pointed out to Council that his reason for <br /> <br /> being present at the meeting was because the television reception at <br /> his home was bad. He asked why and what could be done to improve the <br /> situation. (Could the meetings be televised in color?) <br /> <br /> Mr. Hendrix responded, indicating that at some point in the future <br /> <br /> the coverage would be improved and that for color programming new <br /> <br /> cameras and different lighting would have to be provided. <br /> <br /> Mr. Hendrix stated that Council had approved 'two new sites for <br /> <br /> summer playgrounds in the 1982-83 budget. He made a recommendation <br /> that Forest Hills Park and the First Street housing site be used. He <br /> explained that a program was run at Forest Hills last year and that <br /> the First Street site has a facility that is not being used that would <br /> accommodate the number of children in that area that may qualify for a <br /> nutritional lunch program. <br /> <br /> Mr. Buck asked if transportation could be provided for the children <br /> <br /> to and from the sites. Mrs. Gleason indicated that she thought the <br /> distance is not too far to walk if assistance is provided for crossing <br /> the streets. <br /> <br /> Mrs. Gleason asked if volunteers could be utilized in these programs. <br /> <br /> Mr. Hendrix responded, indicating that volunteers could be used <br /> <br /> <br />
