86 <br /> <br />MINUTES <br /> <br />PUBLIC <br /> <br />PUBLIC HEARING: <br />UTILITY RATE <br />ORDINANCE <br /> <br /> were made in the original proposal and Council ag~ee'd <br /> <br /> funding with those changes. <br /> <br /> Council also discussed the Summer Playground Program. Gene German, <br /> Director of Parks and Recreation, was present to answer questions. <br /> Council agreed to add the First Street site to the Summer Playground <br /> Program sites. <br /> <br /> On motion by Mr. Buck, seconded by Dr. Hall, the appropriation of <br /> <br /> $8,000 for the Summer Playground Program (to add two employees and <br /> open two sites earlier) was offered and carried over to the next meeting <br /> for consideration. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, Council agreed <br /> <br /> to meet in executive session to discuss matters exempted by Section <br /> <br /> 2.t-344(a)(1) (Personnel), (2) (Property), and (6)(Legal) of the <br /> Virginia Freedom of Information Act. l~~~ <br /> The meeting was adjourned. <br /> <br /> C1 President <br /> <br /> COUNCIL CHAMBER Monday, June 7, 1982 <br /> Council met in regular session this date with the following members <br /> <br /> present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Hall. Absent: Mr. <br /> <br /> Atbro. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Buck, Mr. Conover abstaining, <br /> the minutes of May 17th were approved. <br /> <br /> On motion by Mr. Conover, seconded by Mrs. Gleason, Dr. Hall abstaining, <br /> the minutes of May 24th were approved. <br /> <br /> Mrs. Charles Brown of 810 Stonehenge Avenue addressed Council <br /> <br />with complaints of a severe drainage problem in her yard caused by the <br />flow of waters from Belmont Park and Stonehenge Avenue. Mrs. Brown <br />stated that the existing pipes have rotted, causing several large holes <br />up to 3½ feet deep and 3 feet wide in her yard. She continued, saying <br />that each time it rains the storm water system ~causes the holes to <br />enlarge. Mrs. Brown stated that the holes are extremely dangerous. <br />Mrs. Brown circulated photographs taken of the problem area to Council <br />members. Mrs. Mary Short of 804 Stonehenge Avenue, and the previous <br />resident of Mrs. Brown's home, substantiated Mrs. Brown's report. <br /> <br /> Mr. Hendrix stated that the staff would make a report on the <br /> <br />situation and stated that he is aware of some of the problems in that <br /> <br /> Mr. Buck asked that the staff report show where this particular <br /> <br />area is on the list of repair priorities. <br /> <br /> Roger Wiley, City Attorney, indicated that he and Mr. Berberich, <br /> <br />Director of Public Works, would go out to the site to look at the <br /> <br />drainage situation the next morning and would report back to Council. <br /> <br /> Robert Sheets, Director of Finance, summarized the 1982-83 Utility <br /> <br />Report, giving a brief overview of the changes proposed in the utility <br /> <br />rate ordinance as follows (effective July 1, 1982): <br /> <br /> 1) An increase in water rates from the current minimum of <br /> $2.?S (300'cubic feet) to $S.2S; an increase from $S.38 <br /> (all over SOO cubic feet) to $S.96. These proposed <br /> changes would increase the average customer's bill from <br /> <br /> <br />
