Council also discussed the Summer Playground Program. Gene German, Director of Parks and Recreation, was present to answer questions. Council agreed to add the First Street site to the Summer Playground Program sites. On motion by Mr. Buck, seconded by Dr. Hall, the appropriation of $8,000 for the Summer Playground Program (to add two employees and open two sites earlier) was offered and carried over to the next meeting for consideration. On motion by Mrs. Gleason, seconded by Dr. Hall, Council agreed to meet in executive session to discuss matters exempted by Section 2.1-344(a)(1) (Personnel), (2) (Property), and (6)(Legal)of the Virginia Freedom of Information The meeting was adjourned. COUNCIL CHAMBER President Monday, June 7, 1982 Council met in regular session this date with the following members present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Hall. Absent: Mr. Albro. On motion by Mrs. Gleason, seconded by Mr. Buck, Mr. Conover abstaining, the minutes of May 17th were approved. On motion by Mr. Conover, seconded by Mrs. Gleason, Dr. Hall abstaining, the minutes of May 24th were approved. Mrs. Charles Brown of 810 Stonehenge Avenue addressed Council with complaints of a severe drainage problem in her yard caused by the flow of waters from Belmont Park and Stonehenge Avenue. Mrs. Brown stated that the existing pipes have rotted, causing several large holes up to 3½ feet d6ep and 3 feet wide in her yard. She continued, saying that each time it rains the storm water system causes the holes to enlarge. Mrs. Brown stated that the holes are extremely dangerous. Mrs. Brown circulated photographs taken of the problem area to Council members. Mrs. Mary Short of 804 Stonehenge Avenue, and the previous resident of Mrs. Brown's home, substantiated Mrs. Brown's report. Mr. Hendrix stated that the staff would make a report on the situation and stated that he is aware of some of the problems in that area. Mr. Buck asked that the staff report show where this particular area is on the list of repair priorities. Roger Wiley, City Attorney, indicated that he and Mr. Berberich, Director of Public Works, would go out to the site to look at the drainage situation the next morning and would report back to Council. Robert Sheets, Director of Finance, summarized the 1982-83 Utility Report, giving a brief overview of the changes proposed in the utility rate ordinance as follows (effective July 1, 1982): 1) An increase in water rates from the current minimum of $2.75 (300'cubic feet) to $3.25; an increase from $5.38 (all over 300 cubic feet) to $5.96.
