PUBLIC <br /> <br />OTHER BUSINESS <br /> <br /> 1. The area Of the Mclntire Plaza Shopping Center containing 925 <br />square feet of floor area known as 1707 Allied Lane, presently located <br />in a B-3 Business District, and being a portion of City Real Property Tax <br />Map Parcel 34-90.9, fronting on Allied Street and Mclntire Road, is <br />hereby granted a special permit for use as an animal hospital without out- <br />side runs or pens as permitted under Section 31-93 of the City Code. <br /> <br /> 2. Council finds that such use conforms to the requirements for <br />special permits generally imposed by Article XX (Section 31-218 et seq.) <br />of Chapter 31 of the City Code, and this permit is subject to all <br />conditions and restrictions imposed generally by such article. <br /> <br /> 3. Such special permit shall be conditioned upon development and <br />use of the property in accordance with the site plan, as conditioned by <br />the Planning Commission and finally approved by the Director of Planning, <br />and failure to adhere to the requirements of the site plan shall be <br />deemed cause for revocation of this special permit. <br /> <br /> Kay Peaslee of Burnley Avenue addressed Council, stating that <br /> <br />utility rates should be as fair as possible and suggested a flat rate be <br />levied against all users for the purpose of covering fixed costs such as <br />meter reading and billing. <br /> <br /> Mr. Hendrix informed Council that the School Board has requested <br /> <br /> Council's approval of an expenditure of additional money to the architect <br /> for the high school auditorium in order to do certain design work so that <br /> bids can be taken to determine the extra costs. (Mr. Hendrix estimated <br /> the costs at $5,000.00'~) Mr. Hendrix also stated that the School Board <br /> is requesting that a local consultant be employed to help in that design. <br /> He informed Council that no money needs to be appropriated at this time, <br /> only an approval of the request. The expenditures can be included in the <br /> total costs at a later date. <br /> <br /> On motion by Mr. Conover, seconded by Dr. Hall, Council authorized <br /> <br /> the School Board to direct their architect to draw alternate plans on <br /> the high school auditorium and to utili~ze the services of a local <br /> consultant by the following vote. Ayes: Mr. Albro, Mr. Buck, Mr. Conover, <br /> Dr. Hall. Noes: None. Absent: Mrs. Gleason. <br /> <br /> Council was informed by Mr. Hendrix that a member of the Library <br /> <br /> Contract Study Committee would need to be appointed by the next meeting <br /> <br /> on June 24th. Mayor Buck stated that Council would do so. <br /> <br /> Mr. Hendrix reported that as of July 1st the Virginia Independent <br /> <br /> Bicentennial Center will go out of existence and that the lease for the <br /> Bicentennial Center will be transferred to the State Board of Community <br /> Colleges. Mr. Hendrix stated that the lease would remain the same with <br /> one exception, which stipulates that the Community College can, without <br /> any fee, use the premises for any lawful purpose when it does not interfere <br /> with what the City is using it for. Mr. Hendrix suggested Council approve <br /> the lease, but the stipulation should be omitted and a letter be prepared <br /> stating that the City will offer the use of the building to the Community <br /> College on the same basis as it is offered to others, which includes <br /> payment of janitorial services and utilities by the user. <br /> <br /> Mr. Conover moved that the least be approved with the omission of the <br /> stipulation as suggested by Mr. Hendrix. Dr. Hall seconded the motion and <br /> it was approved by the following vote. Ayes: Mr. ~l~bro, Mr. Buck, Mr. <br /> Conover, Dr. Hall. Noes: None. Absent: Mrs. Gleason. <br /> <br /> Mr. Hendrix reported that the use of people in the Utility Billing <br /> <br /> Department f~om local employment programs for opening mail and coding <br /> payments for distribution to the Data Processing Department, has been the <br /> cause of a great deal of errors. Mr. Hendrix added that the people employed <br /> <br /> <br />
