<br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE
<br />VIRGINIA: ,
<br />
<br /> i. It is hereby found and determined that the acquisition, renovation,
<br />construction and equipping of the Project will be in the public interest and
<br />will promote the sifety, health, welfare, convenience, or prosperity of the
<br />City of Charlottesville, Virginia and its citizens.
<br />
<br /> 2. The Council hereby approves the location and financing of the Project.
<br />
<br /> 3. It is hereby found and determined that the Project meets the criteria
<br />set forth in Section 5 of the ordinance.
<br />
<br /> 4. This Resolution shall take effect immediately.
<br />
<br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the following resolution
<br />was adopted by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason,
<br />Dr. Gunter, Dr. Hall. Noes: None.
<br />
<br /> WHEREAS, Sol B. Weinberg, a native of Staunton, Virginia, resided in
<br />Charlottesville for many years, and served the people of this city as a
<br />member of this Council from 1952 to 1960 and as Mayor from 1954 to 1956; and
<br />
<br /> WHEREAS, Mr. Weinberg, the former owner of the Monticello Drug Store,
<br />also served on the City School Board, was president of the Charlottesville
<br />Retail Merchants Association and was active in numerous civic and fraternal
<br />organizations; and
<br />
<br /> WHEREAS, this Council and Mr. Weinberg's many other friends and
<br />acquaintances were saddened to learn of his death on June 23, 1982' now,
<br />therefore, be it '
<br />
<br /> RESOLVED by the Council of the City of Charlottesville, Virginia,
<br />that on behalf of the people of Charlottesville we express to his wife
<br />Grace and the other members of his family, our enduring gratitude for
<br />the many civic contributions of Sol B. Weinberg, and our deep sympathy
<br />and regret at his passing.
<br />
<br /> Mr. Hendrix informed Council that the Jefferson-Madison Regional Library
<br />will be receiving $349,108 in state aid for the purpose of purchasing books,
<br />materials, equipment and funds for professional staff salaries. He stated
<br />that the funds have already been incorporated in the Library's budget submitted
<br />in the spring, but Council is required by the state to approve the funds.
<br />
<br /> On motion by Mrs. Gleason, seconded by Mr. Conover, Council approved
<br />receipt of state funds by the Jefferson-Madison Regional Library by the
<br />following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr.
<br />Hall. Noes: None.

<br /> Mayor Buck gave official greetings to the new member of Council, Dr.
<br />Mary Alice Gunter.
<br />
<br /> Mrs. Gleason reported that the first meeting of the City-County Consolidation
<br />Committee had been held. She stated that the meeting was productive and
<br />that several items had been adopted.
<br />
<br />Mr. Buck asked if minutes of the meeting would be taken. Mrs. Gleason
<br />
<br />responded, indicating that none had been taken at the first meeting, but
<br />suggested that for future meetings both the City and County's respective
<br />Clerks be present for that purpose.
<br />
<br /> Mr. Conover raised the following questions and asked for staff reports:
<br />1) Since the City is making an increasing investment in ~ire services, could
<br />private insurance carriers be surveyed to see if the rates reflect the
<br />
<br />investment made by the City. 2) Is it permissable to severely increase
<br />fines for drunk drivers as has been done in the state of Illinois?
<br />
<br /> Dr. Hall reported that he had received calls concerning grass on vacant
<br />lots which has not been cut. Mr. Hendrix informed Dr. Hall that the Zoning
<br />Inspector would handle such requests or that citizens may call the complaint
<br />number at City Hall.
<br />
<br /> Dr. Hall also stated that he had received complaints about the high
<br />bushes growing beside the railroad tracks. Mr. Hendrix stated that the
