1 0'5 <br /> <br />APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the minutes of July <br /> 13Sk were approved as pr. esented. <br /> PUBLIC Lionel Key, representing the Volunteer Fire Department, informed CounciI <br /> that the volunteers would be celebrating their 100th anniversary in 198S, <br /> at which time the annual convention would be held in Charlottesville. Mr. <br /> Key gave a brief history of the volunteer fire fighters and stated that they <br /> would ask for approximately $10,000 for that convention and that a commitment <br /> is needed from the City in the form of a letter (from the Mayor) extending an <br /> invitation. <br /> Mr. Buck requested a staff report and recommendation. <br /> <br />PUBLIC HEARING: Cole Hendrix, City Manager reported that the City staff has been <br />AMENDMENTS TO ' <br />JEFFERSON CABLE negotiating with Jefferson Cable for months in regard to a request from <br />FRANCHISE <br /> Jefferson Cable to consider changes in the franchise which was granted to the <br /> <br /> company in February, 1980. <br /> <br /> Mr. Joseph L. Price, Systems Manager for Jefferson Cable, addressed <br /> Council, outlining a brief history of the franchise and requesting the <br /> following changes: that the franchise agreement be amended to allow a $3.00 <br /> monthly rate on the second tier for the remainder of the life of the franchise <br /> to make feasible the addition of five services to the second tier on the <br /> Jefferson System. Mr. Price listed the following additional services: Cable <br /> News Network (CNN), WTBS (Channel 17, Atlanta), MSN (Modern Satellite Network) <br /> and MTV (Music Television) and WFTM (Chicago). <br /> <br /> Mr. Conover asked for an explanation 6f some of the individual services <br /> <br /> proposed. Mr. Price responded, explaining the format of those services in <br /> <br /> question. <br /> <br /> Phil Letterer, Assistant Professor at the Colgate Darden School, spoke <br /> <br /> in favor of adding WFMT, which is a fine arts/classical radio station in <br /> Chicago. <br /> <br /> Nathan Scott of 1419 Hilltop Road, endorsed Mr. Letterer's statement. <br /> <br /> He added that WFMT is one of the greatest stations in the country and would <br /> enrich life in Charlottesville. <br /> <br /> There being no further comment, the public hearing was closed by Mayor <br /> <br /> Buck. <br /> <br /> Mrs. Gleason stated that raising the monthly rate 23.00 is fair, especially <br /> since the $6.25 rate ~already charged ~o.the customers is the lowest rate in <br /> the state. <br /> <br /> Dr. Hall stated that he supports Jefferson Cable services because it helps <br /> to make citizens more aware. <br /> <br /> On motion by Mr. Conover, seconded by Mrs. Gleason, the ordinance entitled <br /> "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 2-1.2 AND 4-2 OF THE ORDINANCE <br /> ADOPTED FEBRUARY 4, 1980 THAT GRANTED A FRANCHISE TO MULTI-CHANNEL TV CABLE <br /> COMPANY OF MANSFIELD, THE AMENDED SECTIONS RELATING TO LEVELS OF SERVICE AND <br /> SIGNAL CARRIAGE AND TO RATES" was offered and carried over to the next meeting. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, Rosemary Hayes was <br /> appointed to the Jefferson Area Board for Aging Advisory Board. <br /> <br />]unter, seconded by Dr. Hall, Charles Barbour was re- <br /> <br /> Board. <br /> <br />]onover, seconded by Mrs. Gleason, Reverend George <br /> <br /> to ~he Retired Senior Citizens Program Advisory Board. <br /> <br />On motion by Dr. <br />appointed to the MACAJ <br /> <br />On motion by Mr. <br />Henderson was appointe <br /> <br /> <br />
