<br />On motion by Dr. Hall, seconded by Dr. Gunter, the following
<br />
<br />resolution was adopted by the following vote. Ayes: Mr. Buck, Mr.
<br />
<br />Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None.
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville,
<br />Virginia, that the City Manager is authorized, for and on behalf of
<br />the City, to execute and file an application to the Virginia Department
<br />of Highways and Transportation, Commonwealth Of Virginia (VDH&T), for
<br />a grant of transportation special revenues under Chapter 684, Item 644
<br />of the 1982 Acts of the General Assembly ("the 1982 Appropriations Act")
<br />in the amount of $106,002.00 for fiscal year commencmng July 1, 1982, to
<br />defray the public transportation Jdministrative expenses of the City of
<br />Charlottesville; to accept from VDH&T grants in such amount as may be
<br />awarded; to execute the necessary grant agreements; and to authorize the
<br />transit manager to furnish to VDH&T such documents and other information
<br />as may be required for processing the grant request.
<br />
<br /> In connection with such grant application the Council certifies
<br />that the funds will be used in accordance with the requirements of
<br />the 1982 Appropriations Act and only for the purposes specified therein;
<br />that the City will provide matching funds in the one-to-one ratio as
<br />required in the Act; that the record of receipts and expenditures of
<br />funds granted the City as authorized in the Act may be subject to audit
<br />by the VDH&T and by the State Auditor of Public Accounts.

<br />The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION
<br />
<br />10-6! OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976., RELATING TO THE
<br />
<br />TRANSIENT LODING TAX" which was offered at the meeting of December 6th
<br />
<br />was adopted by the following vote, Mr. Conover abstaining. Ayes: Mr. Buck,
<br />
<br />Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None.

<br />The ordinance entitled "AN ORDINANCE TO AMEND THE CODE OF THE CITY
<br />
<br />OF CHARLOTTESVILLE, 1976, CONTAINING SECTIONS NUMBERED 21.1, TO AMEND
<br />
<br />SECTION 2-2(b) AND TO REPEAL ARTICLE X OF CHAPTER 2, OF THE CODE OF THE
<br />
<br />CITY OF CHARLOTTESVILLE, 1976, ALL RELATING TO THE CITY PURCHASING AGENT
<br />
<br />AND PURCHASING PROCEDURES" which was offered at the meeting of December
<br />
<br />6th was adopted by the following vote. Ayes: Mr. Buck, Mr. Conover,

<br />On motion by Mrs. Gleason, seconded by Dr. Gunter, an ordinance
<br />
<br />entitled "AN ORDINANCE TO AMEND CHAPTER 15 OF THE CODE OF THE CITY OF
<br />
<br />CHARLOTTESVILLE, 1976, BY ADDING AN ARTICLE III, CONTAINING SECTIONS
<br />
<br />15-110 THROUGH 15-119, AND REPEALING ARTICLE II, CONTAINING SECTIONS
<br />
<br />15-22 THROUGH 15-109, RELATING TO THE CLASSIFICATION OF BUSINESS, PRO-
<br />
<br />FESSIONS AND OCCUPATIONS FOR LICENSE TAX PURPOSES AND THE IMPOSITION
<br />
<br />OF LICENSE TAX RATES FOR SUCH CLASSIFICATIONS" was offered and carried
<br />
<br />over to the next meeting for consideration.

<br />On motion by Mr. Conover, seconded by Dr. Gunter, the following
<br />
<br />resolution was adopted by the following vote. Ayes: Mr. Buck, Mr.
<br />
<br />Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None.
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville that
<br />there is hereby granted pursuant to Section 31-33 of the Code of the
<br />City of Charlottesville a special permit for the use of property
<br />located at 517 Ridge Street for construction of apartment units at a
<br />density of 32 units per acre, or a maximum of 9 units on such property.
<br />Such permit shall be subject to the conditions and regulations set forth
<br />in the aforesaid Section 31-33 for such higher dengity development as
<br />well as to all general conditions and regulations imposed upon special
<br />permits by Chapter 31 of such City Code, including the obtaining by the
<br />developer of an approved site plan prior to initiating use of the property
<br />for such purposes.

<br />On motion by Mrs. Gleason, seconded by Dr. Hall, Council voted to
<br />
<br />meet~in executive session to discuss matters exempted by Section 2.1-344
<br />
