APPOINTING ACTING <br />CITY ASSESSOR <br /> <br />CDBG <br /> <br />FIRST NIGHT <br /> <br />COLUMBIA GAS <br />TRANSMISSION <br />CORPORATION <br /> <br />EXECUTIVE <br />SESSION <br /> <br />service the jurisdiction wants. Mr. Hendrix informed Council that the <br />new agreement also provides that the Director of Finance continue as <br />the fiscal agent for the library system and thgt the City will receive <br />1% of the budget of the library system for that service. He stated <br />that re,emphasis is also put on the Budget COmmittee. Mr. Hendrix <br />recommended approval of the amended contract stating that it will result <br />in lower costs for the City and the receipt of compensation for the <br />services of the Office of the Director of Finance. He stated that <br />Albemarle County has approved the contract, but the outlying counties <br />have not taken up the matter thus far. <br /> <br /> On motion by Mr. Conover, seconded by Dr. Hall, Council voted to <br />authorize the Mayor to sign the Amended Regional Library Agreement by <br />the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. <br />Gunter, Dr. Hall. Noes: None. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, Ira Humphrey was <br /> appointed as Acting Assessor, replacing Thomas Branham. <br /> <br /> Mr. Hendrix stated that he has been informally advised that the City <br /> will receive slightly over $700,000 in CDBG funds, which is more than <br /> the amount received for the current fiscal year. He stated that the <br /> planning process needs to begin and that he would like Council to begin <br /> considering how to approach it. He stated that he and Mr. Huja have <br /> met with a group representing low and moderate income people who have <br /> prepared an ordinance they would like to have passed to formally set out <br /> the planning process of CDBG funds. He stated that he thinks a City <br /> policy is advisable instead of an ordinance. <br /> <br /> Dr. Gunter expressed appreciation to those who made First Night a <br /> success. She stated that it was truly a memorable evening and hopes it <br /> will become an annual event. <br /> <br /> Mr. Wiley stated that the decision of an administrative law judge <br /> <br /> at the Federal Energy Regulatory Commission has been rendered in the <br /> proceeding that has been going on for eighteen months in which Charlottes- <br /> ville, Richmond and other customers of the Charlottesville pipeline <br /> challenged some of the gas acquisition practices of the pipeline and the <br /> costs which they have attempted to pass on to the customers. He stated <br /> that decisions of administrative law judges at the Commission are not <br /> final and are subject to the Commission's review. He informed Council <br /> that it will be some time before it is known whether the Commission will <br /> accept the judge's recommendation, which favors the position Charlottes- <br /> ville and Richmond took in the case. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, Council unani- <br /> mously agreed to meet in executive session to discuss matters exempted <br /> by Section 2.1-344(a)(1) Personnel and (6) Legal of the Virginia Freedom <br /> <br />of Information Act. <br /> <br /> The meeting was adjourned. <br /> <br />Pre~-ident <br /> <br /> <br />
