<br />RESOLUTION:
<br />JOINT PARTNERSHIP
<br />TRAINING ACT
<br />
<br /> WHEREAS, Section 103(k) of the Internal Revenue Code of 19S4, as
<br />amended, rquires that a public hearing be held before the issuance
<br />after December 31, 1982, of "industrial development bonds" within the
<br />meaning of such section; and
<br />
<br /> WHEREAS, the Council of the City of Charlottesville, Virginia
<br />deems it appropriate that the Industrial Development Authority of the
<br />City of Charlottesville, Virginia, hold the necessary public hearings
<br />on the industrial development bonds it proposes to issue under the
<br />Virginia Industrial Development Revenue Bond Act:
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
<br />CHARLOTTESVILLE, VIRGINIA:
<br />
<br /> 1. The Council of the City of Charlottesville, Virginia until
<br />further resolution of this Council, approves the holding of hearings
<br />required by Section 103(k) of the Internal Revenue Code of 1954, as
<br />amended, by the Industrial Development Authority of the City of
<br />Charlottesville, Virginia (the "Authority") on all industrial develop-
<br />ment bonds proposed to be issued by the Authority.
<br />
<br />2. This Resolution shall take effect immediately.
<br />
<br />Mr. Conover asked what would be the expected revenue from the
<br />
<br />meals tax in movie theaters.
<br />
<br />Mr. Wiley responded, stating approximately $6,000.00 to $7,000.00.
<br />Mr. Buck stated that he views this ordinance not as an exemption,
<br />
<br />but as a clarification.
<br />
<br />The ordinance entitled "AN ORDINANCE TO AMEND. AND REORDAIN SECTION
<br />
<br />10-101 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO
<br />
<br />EXEMPTIONS FROM THE TAX ON MEALS" which was offered at the meeting of
<br />
<br />January 18th was adopted by the following vote. Ayes: Mr. Buck, Mrs.
<br />
<br />Gleason, Dr. Gunter, Dr. Hall. Noes: Mr. Conover.
<br />
<br /> On motion by Dr. Gunter, seconded by Dr. Hall, an ordinance entitled
<br />
<br />"AN ORDINANCE TO AMEND SECTIONS 5-12 AND 5-13 IN ARTICLE II OF CHAPTER
<br />
<br />5 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, SUCH
<br />
<br />SECTIONS RELATING TO THE CERTIFICATION OF ELECTRICAL, PLUMBING AND
<br />
<br />BUILDING RELATED MECHANICAL WORKERS: was offered and carried over to the
<br />
<br />next meeting for consideration.
<br />
<br /> On motion by Mr. Conover, seconded by Dr. Gunter, the following
<br />
<br />resolution was unanimously idopted by Council:
<br />
<br /> WHEREAS, the federal Joint Training Partnership Act of 1982
<br />authorizes the governor of each state to designate Service Delivery
<br />Areas within their respective states, and
<br />
<br /> WHEREAS, the Joint Training Partnership Act authorizes the
<br />governor of each state to approve a request from a consortium of
<br />local governments having a total population in excess of 200,000
<br />people to be designated as Service Delivery Area, and
<br />
<br /> WHEREAS, the Counties of ALbemarle, Culpeper, Fauquier, Fluvanna,
<br />Greene, Louisa, Madison, Nelson, Orange and Rappahannock and the City
<br />of Charlottesville, which together comprise all of the jurisdictions
<br />in Planning Districts 9 and 10, and together have a population of over
<br />200,000 people as reported by the 1980 census, and
<br />
<br /> WHEREAS, the above jurisdictions are continuous, share a common
<br />geography, have similar problems in the areas of unemployment and job
<br />training, and serve a substantial part of the labor market area within
<br />their boundaries,
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of
<br />Charlottesville agrees to request the Governor to designate a Service
<br />Delivery Area containing the above jurisdictions under the terms of
<br />the Joint Training Partnership Act of 1982 (Public Law 97-300).
<br />
<br /> AND BE IT FURTHER RESOLVED that the Thomas Jefferson Planning
<br />District Commission be designated as the administrative entity
<br />authorized to request, accept and assume responsibility for funds
<br />under this act for all jurisdictions in the consortr~um until such
<br />time as a Private Industrial Council is established under the provisions
<br />of the act.
<br />
<br /> NAD BE IT FURTHER RESOLVED that the Governor consider the creation
<br />of a Service Delivery Area comprised of Planning Districts 9 and 10, as
<br />well as 6 and 7, as the four districts from a common labor market and
<br />have worked well together in the past on employment training programs.
<br />
<br />AND BE IT FURTHER RESOLVED that the Mayor is authorized to enter
<br />
