%89' <br /> <br />ORDINANCE: <br />AMENDING SECTION <br />15-113 AND <br />15-114 OF <br />BUSINESS <br />LICENSE TAX <br /> <br />ORDINANCE: <br />COMMUNITY <br />DEVELOPMENT <br />BLOCK GRANT <br /> <br />APPOINTING <br />ACTING CLERK <br /> <br />PUBLIC <br />NUCLEAR FREEZE <br />RESOLUTION <br /> <br />PUBLIC HEARING: <br />JEFFERSON CABLE <br />FRANCHISE <br /> <br /> Mr. Conover moved, Mrs. Gleason seconded, and the ordinance entitled <br />"AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 15-113 AND 15-114 OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO BUSINESS <br />LICENSE TAXES" was carried over ~o the next' meeting. <br /> <br /> Mrs. Gleason moved, Dr. Gunter seconded, and the ordinance entitled <br />"AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1976, BY ADDING AN ARTICLE XX, CONTAINING SECTIONS 2-134 THROUGH 2-138 <br />RELATING. TO THE COMMUNITY DEVELOPMENT BLOCK GRANT PROCESS" was carried <br /> <br />over to the next meeting. <br /> <br /> The meeting was adjourned. <br /> <br />Cie .... z <br /> <br />COUNCIL CHAMBER <br /> <br />Monday, March 7, 1983 <br /> <br /> Council met in regular session on this date with the following members <br /> present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Absent: <br /> None. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, Council unanimously <br /> appointed Michael Letcher as Acting Clerk of Council. <br /> <br /> Scott Moore, representing the Central Virginia Nuclear Freeze Campaign <br /> presented a resolution for Council's consideration. <br /> <br /> Mr. Homer Ritchie spoke against Council adopting a resolution regarding <br /> the nuclear freeze. Mr. Alexander Peasley and Mr. Richard Links spoke in <br /> favor of the nuclear freeze. <br /> <br /> On motion by Mr. Conover, seconded by Dr. Hall, the following resolution <br />was unanimously adOpted by Council: <br /> <br /> WHEREAS, the greatest challenge facing the Earth is to prevent the <br />occurrence of nuclear war by accident or design; and <br /> <br /> WHEREAS, the nuclear arms race is dangerously increasing the risk <br />of a holocaust that would be humanity's final war; and <br /> <br /> WHEREAS, a mutual and veritable freeze followed by reductions in <br />nuclear warheads, missiles, and other delivery systems ms needed to halt <br />the nuclear arms race and to reduce the risk of nuclear war; <br /> <br /> NOW, THEREFORE, be it resolved by the City Council of Charlottesville, <br />that this body endorses resolutions in Congress calling for an immediate <br />mutual U.S./Soviet halt to the nuclear arms race through a freeze on the <br />testing, production and deployment of nuclear weapons and their delivery <br />systems as a necessary first step toward reductions in the nuclear arsenals <br />of both nations. <br /> <br /> Mayor Buck opened the public hearing. <br /> <br /> Joe Price, Cable Systems Operator for Jefferson Cable, addressed <br />Council, stating that Jefferson Cable had enlisted the services of the <br />Darden School at U.¥a. to proceed with a customer survey. Mr. Price <br />introduced Earl Cox of the Darden School and Michael Flemming, a personal <br />representative of Ted Turner, of WTBS Atlanta. Mr. Price stated that based <br />on the results of the survey 62.6% were in favor of the rate increase and <br />the movement of channel 17 from the second tier to channel 2 on the basic <br />tier of service where all subscribers can see WTBS Atlanta. Mr. Price asked <br />Council to act favorably regarding the request. <br /> <br /> David Toscano of Cherry Avenue addressed Council, questioning the <br />survey, how the questions were asked and formulated and what populations <br />they were drawn from. Mr. Cox responded to Mr. Toscano's questions. <br /> <br />William Stevenson expressed concerns that Jefferson Cable has not <br />fulfilled its commitments to its subscribers in' the County of Albemarle. <br /> <br /> Mayor Buck responded, stating that the City Council has no jurisdiction <br /> <br /> <br />
