202 <br /> <br />ADJOURNMENT <br /> <br />MINUTES <br /> <br />PUBLIC HEARING: <br />YELLOW AMBULANCE <br />RATE INCREASE <br />REQUES? <br /> <br />increase the bill for high volume customers. <br /> <br /> Mr. Conover asked Mr. Sheets for a report on what decreasing the <br />minimum wOuld do to the rates above the minimum and indicated he would <br />probably propose the minimum be $2.25 instead of $2.50. <br /> <br /> Tom Hayden, Assistant Director of Finance, summarized the proposed <br />3% natural gas increase, citing $900,000 in Lost sales due to the warm <br />weather this winter. <br /> <br /> Dr. Gunter questioned the impact of the University of Virginia no <br />longer using as much gas and Mr. Hayden said it amounted to 2% of the <br />City's total consumption. He further stated that competition from other <br />fuels (where prices had leveled off but gas prices continued to rise) had <br />had an impact on sales to customers in the county where the City charged <br />a 10% surcharge equal to the 10% utility tax City customers paid. The <br />county now charges a tax of 10% in addition, and Mr. Hayden was proposing <br />the elimination of the surcharge to keep gas competitive in the county. <br /> Mr. Conover asked what increase in sales would be necessary to make <br /> up for sales lost in the county if the surcharge was not eliminated. <br /> Dr. Gunter questioned why the expansion into the county had not <br /> materialized as hoped. Mr. Berberich explained that it had been slow <br /> due to decreased enthusiasm for gas and the slow pace of the City's con- <br /> tractor in installing the lines in the county. <br /> <br /> Noting concern about the amount requested for working capital, Mr. <br /> Conover asked to see what the lowest past monthly cash balances had been. <br /> <br /> Mr. Bruce Heflin, Assistant Director of Public Works, stated that <br /> the present low working capital had not been a major probtem~ because it <br /> was offset by deferring proposed expenditures, but that the budget for <br /> next year would not have that flexibility. <br /> <br /> Responding to a request by Mr. Conover on the components of the <br /> expansion program, Mr. Berberich listed the proposed new areas of county <br /> <br />gas customers. <br /> <br /> The meeting adjourned at 9:45 p.m. <br /> <br />Cler <br /> <br /> President ~ <br /> <br /> COUNCIL CHAMBER - Monday, May 2, 1983 <br /> <br /> Council met in regular session on this date with the following <br />members present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter. <br />Dr. Hall. <br /> <br /> On a motion by Mrs. Gleason, seconded by Dr. Gunter, the minutes of <br />April 4th were approved as presented. <br /> <br /> Mr. Graves of the Yellow Ambulance Service spoke regarding the <br />requested rate increase from $30.00 to $40.00 per trip. He stated the <br />increase was needed in order to pay the bills and stressed that their <br />rates were presently the lowest in the state. He added that they did <br />not provide emergency trips and that two men were required for every trip. <br /> There were no other speakers. <br /> <br /> Mr. Buck closed the public hearing. <br /> <br /> Dr. Gunter questioned the effect of the Class E status the Ambulance <br /> Service has on reimbursement by Medicare. <br /> <br /> Mr. Graves answered that a Class B rating meant emergency work, but <br /> <br />Absent: <br /> <br /> <br />
