All testing shall be done by an accredited veternrian and at the expense of the owner of the cows tested, except vflhen done by a representative of the Bureau of Animal Industry. A certificate from an accredited veternarian that he has made the tuberculin test and found an absence of reaction in each cove must be filed with the City Health Officer before issuance of the permit pro- vided for in Section 1 of this Ordinance.
