BOARDS <br /> <br />MOSELEY DRIVE ACCEPTED <br />INTO City ST. SYSTEM <br /> <br />AGREEMENT AUTHORIZED RE: <br />RELOCATION OF <br />DISPLACEES <br /> <br />CAPITAL IMP. BUDGET <br />PRESENTED <br /> <br /> THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS <br /> <br /> PRESENT: MR. DAVIS~ MR. RINEHART~ MR. VAN YAHRES~ MR. VOGT AND MR. WRIGHT. ABSENT; NONE. <br /> REV. DANIEL ,R. LOWE~ PASTOR OF MOUNT VIEW BAPTIST 'CHURCH~ GAVE THE INVOCATION, <br /> <br /> THE MINUTES OF THE MEETINGS OF MARCH 37 1969~MAR~H,tO~ ~?969-~O, MARCH 117 1969 <br /> WERE READ AND APPROVED. <br /> <br /> THE MAYOR RECOGNIZED AND WELCOMED THE STUDENT GOVERNMENT WEEK MAYOR WHO INTRODUCED <br /> THE OTHER MEMBERS OF THE STUDENT CITY COUNCIL. <br /> <br /> MR, J. A. KESSLER~ JR. ADDRESSED THE COUNCIL AND PRESENTED A REPORT OF THE SCHOOL <br /> BUILDINGS USE COMMITTEE RECOMMENDING THAT THE SCHOOL BOARD DESIGN THE NEW HIGH SCHOOLS <br /> TO ALLOW SPACE FOR THE FUTURE CONSTRUCTION 'OF AN OUTDOOR SWIMMING POOL AT EACH SCHOOL~ <br /> AND THAT THE NEW SCHOOL AUDITORIUMS BE DESIGNED FOR COMMUNITY7 THEATRICAL AND MUSICAL <br /> PRODUCTIONS. THE REPORT ALSO RECOMMENDED CONSIDERATION OF AN INDOOR-OUTDOOR SWIMMING <br /> POOL AND A LARGE AUDITORIUM OF 1500 TO 2500 sEATs AT THE JOINT VOCATIONAL TRAINING <br /> CENTER~ AND THE PROCUREMENT OF ADEQUATE LA~D AT THIS CENTER FOR FUTURE RECREATIONAL <br /> AND CULTURAL FACILITIES. THIS REPORT WAS REFERRED TO THE RECREATION ADVISORY BOARD <br /> AND SCHOOL BOARD FOR STUDY AND RECOMMENDATION. <br /> <br /> MR. BARRY MARSHALL AND MR. LEWIS MARTIN ADDRESSED THE COUNCIL ON BEHALF OF THE <br /> TAXICAB OPERATORS AND REQUESTED AN INCREASE IN RATES AND THE USE OF ~'LIVE CLOCKSu <br /> ON THE METERS, THE CiTY ATTORNEY WAS REQUESTED TO PREPARE AN ORDINANCE FOR <br /> CONSIDERATION AT THE NEXT MEETING. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE SAINT PAUL'S HOUSING TASK FORCE <br /> <br /> SUGGESTING THAT TWO MEMBERS BE ADDED TO THE PLUMBING AND ELECTRICAL BOARDS FROM THE <br /> PUBLIC AT LARGE. THE CITY MANAGER REMINDED THE COUNCIL THAT THESE BOARDS ARE <br /> COMPOSED OF TECHNICAL PEOPLE WHO MAKE RECOMMENDATIONS TO THE COUNCIL. <br /> <br /> THE STREET COMMITTEE REPORTED THAT MOSELEY DRIVE FROM FLINT DRIVE TO HARRIS ROAD <br />HAS BEEN CONSTRUCTED TO MEET CITY SPECIFICATIONS AND RECOMMENDED THAT IT BE ACCEPTED <br />INTO THE CITY STREET SYSTEM FOR MAINTENANCE. ON MOTION BY MR. DAVIS~ SECONDED BY <br />MR. RiNEHART~ THE FOREGOING RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br /> <br /> AN AGREEMENT BETWEEN THE CITY AND THE HOUSING AUTHORITY REGARDING RELOCATION OF <br /> DISPLACEES FROM GOVERNMENT ADMIN]:STERED PROGRAM WAS PRESENTED. ON MOTION BY MR. DAVlS~ <br /> SECONDED BY MR. VAN YAHRES~ THE CITY MANAGER WAS AUTHORIZED TO EXECUTE THIS AGREEMENT <br /> ON BEHALF OF THE CITY. <br /> <br /> THE CITY MANAGER PRESENTED A PROPOSED FIVE YEAR CAPITAL IMPROVEMENTS BUDGET IN THE <br />AMOUNT OF ~18~850~000.00 OF WHICH ~12)000~000.00.13 ALLOCATED FOR SCHOOLS. ON MOTION BY <br />MR. RINEHART7 SECONDED BY MR. DAVlS~ THE PROPOSED BUDGET WAS APPROVED BY THE FOLLOWING <br />VOTE: AYES' MR. DAVlS~ MR. RINEHART~ MR. VAN YAHRES~ AND MR, VOGT. NOES: MRs; WRIGHT. <br />MR. WRIGHT STATED THAT HIS VOTE AGAINST THE PROPOSED BUDGET WAS BECAUSE HE FELT TOO <br />MUCH WAS BEING ALLOCATED FOR SCHOOLS~ AND THAT HE iS CONVINCED WE ARE BEING ASKED TO <br />EXPEND TOO MUCH MONEY FOR A GOOD EDUCATIONAL PROGRAM, <br /> <br /> ON MOTION BY MR. VAN YAHRES~ SECONDED BY MR: RINEHART7 THE FOLLOWING RESOLUTION <br /> <br />WAS UNANIMOUSLY ADOPTED: <br /> <br /> WHEREAS~ A WORKABLE PROGRAM IS REQUIRED BY THE FEDERAL HOUSING ACT OF 1949 <br /> <br />iN ORDER FOR THE CITY OF CHARLOTTESVILLE TO OBTAIN CERTAIN FEDERAL FUNDS~ AND <br /> <br /> <br />
