DAVlS~ HR. <br />RINEHART~ HR. VAN YAHRES AND HR. VOGT. ABSENT: HR. WRIGHT. <br /> <br /> REV. R. H. HAILSTALK GAVE THE INVOCATION. <br /> <br /> THE MINUTES OF THE MEETINGS OF JANUARY 5~ 1970 AND JANUARY 12~ 1970 WERE READ AND <br />APPROVED. <br /> <br /> HR. d. T. CAMBLOS ADDRESSED THE COUNCIL AND REQUESTED THAT A CRIMINAL JUSTICE PLANNING <br />UNIT BE ESTABLISHED IN COOPERATION WITH ALBEMARLE COUNTY. MRo CAMBLOS EXPLAINED THE <br />FUNCTIONS OF THE PLANNING UNIT AND THE NECESSITY FOR THE UNIT. ON MOTION BY MR. RINEHART~ <br />SECONDED BY MRo VAN YAHRES~ IT WAS UNANIMOUSLY RESOLVED THAT THE CITY OF CHARLOTTESVILLE <br />JOINS WITH THE COUNTY OF ALBEMARLE IN THE FORMULATION OF A CRIMINAL JUSTICE PLANNING UNIT~ <br />THE MEMBERS OF WHICH SHALL BE APPOINTED FOLLOWING CONSULTATION BETWEEN THE TWO GOVERNING <br />BODIES~ THE COUNTY OF ALBEMARLE HAVING ADOPTED A RESOLUTION SIMILAR TO THIS RESOLUTION. <br /> <br /> MR. JIM HARDELL ADDRESSED THE COUNCIL~ ON BEHALF OF THE JOHNSON VILLAGE HOMEOWNER*S <br />ASSOCIATION~ AND ADVISED COUNCIL THAT THE DEVELOPER OF JOHNSON VILLAGE INTENDS TO CONSTRUCT <br />16 DUPLEXES IN ONE SECTION OF JOHNSON VILLAGE. MR. HARDELL REQUESTED COUNCIL TO INTERCEDE <br />ON THEIR BEHALF~ AND REQUEST THE DEVELOPER TO DELAY CONSTRUCTION OF THE TWO FAMILY UNITS <br />UNTIL THE UPDATING OF THE ZONING STATUS OF JQHNSON VILLAGE CAN BE FAIRLY DETERMINED. THE <br /> <br />CITY ATTORNEY ADVISED THE COUNCIL THAT THERE IS NO LEGAL WAY TO COMPLY WITH THE REQUEST. <br /> <br /> A REQUEST TO CLOSE RAILROAD AVENUE BETWEEN LEWIS STREET AND PIEDMONT AVENUE WAS <br /> <br />REFERRED TO THE PLANNING COMMISSION FOR RECOMMENDATION. <br /> <br /> A COMHUNICATION WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING FAVORABLE <br />ACTION ON THE FOLLOWING REZONING REQUESTS= <br /> <br />PARCELS 3~ 5 AND 6 ON FLORENCE ROAD AND RIVES STREET <br />PARCEL 150 ON CHERRY AVENUE; LOT 78 ON NORTH BERKSHIRE ROAD; AND PARCELS 256 AND 257 <br />ON FIFTH STREET~ So W. <br /> <br />A PUBLIC HEARING WAS SET FOR FEBRUARY 16~ 1970 AT 2:00 P. M. TO CONSIDER THESE REQUESTS. <br /> <br /> THE FOLLOWING REPORT FROM THE RETIREMENT PLAN COMMISSION WAS PRESENTED AND ON MOTION <br />BY MR. RINEHART~ SECONDED BY MR. DAVIS~ THE RECOMMENDATIONS CONTAINED THEREIN WERE <br /> <br />UNANIMOUSLY ADOPTED <br /> <br />JANUARY 16~ 1970 <br /> <br />TO THE CITY COUNCIL <br />CHARLOTTESV I LLE :~ VIRGINIA <br /> <br />GENTLEMEN= <br /> <br />YOUR RETIREMENT PLAN COMMISSION IS OF THE OPINION THAT SOME CHANGES <br />SHOULD BE MADE IN THE CITY'S RETIREMENT PLAN IN ORDER TO UPDATE AND BRING <br />IT IN LINE WITH OTHER SUCH PLANS. ACCORDINGLY~ WE RECOMMEND THE FOLLOWING: <br /> <br />Ae <br /> <br />AMEND SECTION 2-208 ADDING A CATEGORY FROM 10 YEARS <br />THROUGH 14 YEARS SERVICE - 30~ OF SALARY PLUS 2~ <br />FOR EACH FULL YEAR OF SERVICE AFTER lOTH THROUGH <br />14TH YEAR. ON PORTION OF SALARY OVER ~15~000.00~ <br />20~ PLUS 2~ FOR EACH FULL YEAR OF SERVICE AFTER <br />10TH THROUGH 14TH YEAR~ AND MINIMUM PAY ~30.00 <br />PER MONTH. THIS AMENDMENT WOULD ENABLE PERSONS <br />EMPLOYED UP TO AGE 54 TO HAVE A LtNITED RETIREMENT <br />UNDER THE CITY'S PLAN. <br /> <br />AMEND SECTION 2-209 TO MAKE AN EMPLOYEE ELIGIBLE <br />FOR DISABILITY RETIREMENT AFTER 10 YEARS SERVICE <br />INSTEAD OF 15 YEARS. THIS WOULD ENABLE A PERSON <br />AFTER 10 YEARS EMPLOYMENT TO BE ELIGIBLE ~OR SOME <br />DISABILITY RETIREMENT. <br /> <br />WE ALSO RECOMMEND THAT THE RETIREMENT PAY OF <br />EMPLOYEES ALREADY RETIRED BE INCREASED 10~ <br />EFFECTIVE JANUARY 1~ 1970. THE LAST SUCH <br />INCREASE WAS MADE ON FEBRUARY 1~ 1968. <br />THIS IS PROVIDED FOR UNDER SECTION 2-215 AND <br />WILL COST APPROXIMATELY 4270°00 PER MONTH. <br /> <br />ATTACHED HERETO ARE PROPOSED AMENDMENTS TO SECTIONS 2-208 AND <br /> <br />2-209 TO CARRY OUT THE RECOMMENDATIONS IN A AND B ABOVE, <br /> <br /> <br />
