C. ]., ADDRESSED THE COUNCIL AND REQUESTED RELIEF FROM <br /> <br /> fHE LICENSE TAX ORDINANCE ON THE KIDDIE R.IDES AT CHRISTMAS WONDERLAND. THIs REQUEST WAS <br /> <br /> REFERRED TO THE FINANCE COMMITTEE FOR RECOMMENDATION. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE ELECTORAL BOARD RECOMMENDING THAT THE VOTING <br /> <br />PLACE IN THE SECOND WARD BE CHANGED FROM GREENBRIER SCHOOL TO WALKER JUNIOR HIGH. AN <br />ORDINANCE ENTITLED "AN ORDINANCE TO AMEND AND REORDAIN SECTION 1-13 SUBPARAGRAPH 62 OF <br />THE CODE OF THE CITY OF CHARLOTTESVILLE~ !965", WAS OFFERED BY MR. WRIGHT, SECONDED BY <br />MR, F~FE~ AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> A COMMUNiCATiON WAS PRESENTED FROM COUNSEL FOR JOSEPH W. TEAGUE FUNERAL HOME REQUESTING <br />THAT THE ENCROACHMENT ON THE F.IFTY FOOT RIGHT-OF-WAY SHOWN ON THE SITE PLAN BE APPROVED~ AND <br />THE REQUIREMENT THAT THE FUNERAL HOME PAY FULL COST OF A TRAFFIC MEDIAN IN HYDRAULIC ROAD BE <br />ELIMINATED. THE CITY MANAGER RECOMMENDED THAT THE ENCROACHMENT BE APPROVED~ AND THE MEDIAN <br />BE EXTENDED ON A FIFTY-FIFTY COST BAS~S. ON MOTION BY MR. BARBOUR~ SECONDED BY MR. FIFE~ THE <br />FOREGOING RECOMMENDATiON.WAS UNANIMOUSLY ADOPTED, <br /> <br /> A COMMUNICATION WAS PRESENTED REQUESTING THAT A PORT~ON OF HARRIS ROAD AND WILLOUGHBY <br />BLVD, BE ACCEPTED iNTO THE CITY STREET SYSTEM FOR MAINTENANCE. A COMMUNICATION WAS ALSO <br />PRESENTED FROM THE ENGINEERING DEPARTMENT STATING THAT THESE STREETS HAVE BEEN CONSTRUCTED <br />TO MEET CITY STANDARDS, ON MOTION BY MR. BARBOUR, SECONDED BY MR. WRIGHT, THE FOREGOING <br />REQUEST WAS APPROVED. <br /> <br /> THE MAYOR ANNOUNCED THAT THE ProPOSEd CHARTER CHANGES WERE BEFORE COUNCIL FOR ACTION <br />BEGINNING WITH THE PROPOSED AMENDMENT TO SECTION 14(A). A MOTION BY MR. BARBOUR~ SECONDED <br />BY MR. FIFE~ THAT THE GENERAL ASSEMBLY BE REQUESTED TO REPEAL SECTION 14(A) OF THE CitY <br />CHARTER WAS DEFEATED BY THE FOLLOWING VOTE: AYES: MR. BARBOUR, AND MR. FIFE. NOES: MR. DAVIS~ <br />MR. VAN YAHRES AND ~Ro WRIGHT. A SUBSTITUTE MOTION BY MR. WRIGHT~ SECONDED BY MR. DAVIS, THAT <br />AN ADVISORY REFERENDUM BE CALLED tN MAY~ 1972 ON THEQUESTION OF SHOULD SECTION 14(A) BE <br />REPEALED WAS DEFEATED BY THE FOLLOWING VOTE: AYES: MR. DAVIS AND MR. WRIGHT. NOES: MR. BARBOUR~ <br />MR. FIFE AND MR. VAN YAHRES, <br /> <br /> THE MAYOR VACATED HIS CHAIR AND RECOMMENDED THAT THE GENERAL ASSEMBLY BE REQUESTED TO <br />CHANGE ONLY THE LAST SENTENCE OF SECTION 14(A) TO EXEMPT FROM POSSIBLE REFERENDUM ANY PUBLIC <br />HOUSING PROJECT CONTAINING TEN (~) FAMILY UNITS OR LESS.
