HAGGERTY~ HR. LEE~ MR. MOUNT~ HR. PONTON AND MR. SCRIBNER. <br />ABSENT: NONE. <br /> <br /> THE MINUTES OF THE MEETINGS OF HARCH 4~ 1963 AND MARCH 11~ 1963 WERE READ <br /> <br />AND APPROVED. <br /> <br /> MR. ROBERT D. BRUGH AND MR. WALLACE McDOWELL ADDRESSED THE COUNCIL ON <br /> <br />BEHALF OF THE DOGWOOD FESTIVAL AND REQUESTED PERMISSION TO ERECT BANNERS ON HAIN <br />STREET~ THE USE OF MClNTIRE PARK FOR AMUSEMENTS FROM APRIL 21ST THROUGH APRIL 27TH <br />AND FOR AN EXEMPTION FROM THE LICENSE TAXES ON THE FESTIVAL ACTIVITIES. ON MOTION <br />BY HR. MOUNT~ SECONDED BY HR. SCRIBNERj THE FOREGOING REQUESTS WERE GRANTED. <br /> <br /> SEVERAL MEMBERS OF THE RESCUE SQUAD APPEARED BEFORE THE COUNCIL AND PRESENTED <br />PLANS FOR ITS PROPOSED BUILDING FOR APPROVAL. A MOTION BY MR. SCRIBNER~ SECONDED <br /> <br />BY HR, HOUNT THAT THE MAYOR APPOINT A COMHITTEE TO REVIEW THESE PLANS WITH AUTHORITY <br />TO APPROVE THE PROPOSED BUILDING AND LAND USE WAS UNANIMOUSLY ADOPTED, THE MAYOR <br />APPOINTED MR, SCRIBNER~ HR. LEE AND HR. BOWEN TO THIS COMMITTEE, <br /> <br /> THE REPORT OF THE PLANNING COMMISSION RECOMMENDING THAT DICE STREET BETWEEN <br />FIRST AND SECOND STREETS~ S. E. NOT BE CLOSED WAS AGAIN CONSIDERED, ON MOTION BY <br />HR. MOUNT~ SECONDED BY HR. SCRIBNER~ THE REPORT OF THE PLANNING COMMISSION WAS <br />UNANIMOUSLY ADOPTED. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE BEAUTIFICATION COMMISSION REQUESTING <br />PERMISSION TO PLACE FLOWER BOXES ON THE SIDEWALKS ALONG MAIN STREET. ON MOTION BY <br />MR, PONTON~ SECONDED BY MR. HOUNT~ THE PROPOSED PLAN WAS APPROVED PROVIDED ADEQUATE <br />LIABILITY INSURANCE IS SECURED TO COVER ANY HAZARD WHICH MIGHT OCCUR. <br /> <br /> ON MOTION BY MR. SCRIBNER~ SECONDED BY MR. LEE~ THE SWEET BRIAR ALUMNAE <br /> ASSOCIATION WAS DECLARED A NON PROFIT ORGANIZATION UNDER SECTION 89(D) OF THE LICENSE <br /> <br />TAX ORDINANCE. <br /> <br /> THE FOLLOWING REPORT WAS PRESENTED: <br /> <br />MARCH 8~ 1963 <br /> <br />TO THE MEMBERS OF THE COUNCIL <br />CITY OF CHARLOTTESVILLE~ VIRGINIA <br /> <br />GENTLEMEN: <br /> <br /> YOUR COMMITTEE ON THE CITYtS SUPPLEMENTAL RETIREMENT PLAN RESPECT- <br />FULLY RECOMMENDS THAT THE FOLLOWING AMENDMENTS TO THE ORDINANCE BE MADE. <br /> <br />1. SECTION C TO PROVIDE THAT THE MINIMUM PAYMENT TO BE MADE BY THE <br />CITY TO ANY FULL TIME EMPLOYEE AT RETIREMENT SHALL BE ~30.00 PER MONTH) <br />PROVIDED SAID EMPLOYEE HAS HAD AT LEAST 20 YEARS OF CONTINUOUS EMPLOY- <br />MENT WITH THE CITY. <br /> <br />2. SECTION A AND'SECTION B TO PROVIDE THAT AN EMPLOYEE MAY RETIRE <br />OR MAY BE REQUESTED TO RETIRE BY THE COUNCIL IF APPOINTED BY THEM~ <br />OR BY THE CITY MANAGER IF EMPLOYED BY HIM OR HIS DEPARTMENT HEADS~ <br />AT THE AGE OF 62. PROVIDED~ HOWEVER~ THAT RETIREMENT AT THE AGE OF <br />62 SHALL BE AT REDUCED BENEFITS AS FOLLOWS: AGE 62 - 80~; <br />AGE 63 - 86-2/3~; AND AGE 64 - 93-1/3~. <br /> <br /> THE PROPOSED CHANGE TO SECTION A AND SECTION B WOULD PARALLEL THE <br />FEDERAL SOCIAL SECURITY LAW AND IN SOME INSTANCES WOULD BE TO THE CITYIS <br />BENEFIT. <br /> <br />RESPECTFULLY SUBMITTED~ <br /> <br />RETIREMENT PLAN COt~ITTEE <br /> <br />J.
