HAGGERTY, HR~ JOHNSON~. MR.: MOUNT~ MR. RENNOLDS AND MR. VOGT. ABSENT: NONE. <br /> THE MINUTES OF THE MEETING OF FEBRUARY 20, 1967 WERE READ AND APPROVED. <br /> <br /> MR. LOUIE SCRIBNER ADDRESSED THE COUNCIL ON BEHALF OF THE THOMAS JEFFERSON CORPORATION <br /> AND REQUESTED PERMISSION TO ENCROACH FIVE FEET ON CITY PROPERTY ON MILLMONT STREET FOR <br /> FOUR FIRE EXITS FOR A PROPOSED STORE BUILDING. THIS REQUEST WAS REFERRED TO THE STREET <br /> COMMITTEE FOR RECOMMENDATION. <br /> <br /> HR. ROGER BROWN ADDRESSED THE COUNCIL ON BEHALF OF THE C & 0 RAILWAY COMPANY AND <br /> PRESENTED THE COMPANYIS REASONS FOR WANTING TO DISCONTINUE TWO TRAINS EACH DAY. MR. BROWN <br /> STATED THAT'HIS COMPANY WISHED TO FURNISH THE BEST PASSENGER SERVICE POSSIBLE, AND THEY <br /> HAD DETERMINED THAT THE BEST SERVI'CE COULD BE PROVIDED ON THE GEORGE WASHINGTON TRAINS. <br /> AFTER A LENGTHY DISCUSSION, DURING WHICH SEVERAL PEOPLE EXPRESSED OPPOSITION TO THE <br /> REQUEST~ A MOTION BY MR. JOHNSON~ SECONDED BY MR. VOGT~ THAT THE ~NTERSTATE COMMERCE <br /> COMMISSION BE REQUESTED Z~XRE~MESZEB TO CONSIDER THE EFFECTS OF THE REQUEST ON THE <br /> CITY OF CHARLOTTESVILLE, AND IF DEEMED HARMFUL TO DENY THE REQUEST~ WAS DEFEATED BY <br /> THE FOLLOWING RECORDED VOTE: AYES: MR. JOHNSON AND MR. VOGT. NOES: MR. HAGGERTY, MR. <br /> MOUNT. (MR. RENNOLDS NOT VOTING) <br /> <br /> ON MOTION BY MR. HAGGERTY, SECONDED BY MR. MOUNT~ THE FOLLOWING RESOLUTION WAS <br /> <br /> ADOPTED BY THE FOLLOWING RECORDED VOTE: AYES: MR. HAGGERTY, HR. JOHNSON, AND HR. MOUNT. <br /> NOES: MR. VOGT. (MR. RENNOLDS NOT VOTING). <br /> <br /> WHEREAS~ THE COUNCIL OF THE CITY OF CHARLOTTESVILLE WAS REQUESTED BY <br /> <br /> CERTAIN CITIZENS OF THIS CITY TO ADOPT A RESOLUTION OPPOSING THE CUT-OFF OF <br /> <br /> TRAINS NO. 3 AND 4 BY THE C & 0 RAILWAY COMPANY, AND <br /> <br /> WHEREAS~ AFTER A PUBLIC HEARING WHEN REPRESENTATIVES OF THE RAILWAY <br /> <br /> COMPANY AND THE PUBLIC WERE GIVEN AN OPPORTUNITY TO PRESENT THEIR VIEWS, AND <br /> <br /> WHEREAS, FROM THE TESTIMONY PRESENTED AT THIS PUBLIC HEARING IT <br /> <br /> APPEARS THAT THE EFFECT OF THE CUT-OFF WOULD NOT BE IN THE BEST INTERESTS OF <br /> <br /> THE CITIZENS OF CHARLOTTESVILLE <br /> <br /> NOW~ THEREFORE~ BE IT RESOLVED BY THE COUNCIL OF THE CiTY OF <br /> <br /> CHARLOTTESVILLE THAT THIS COUNCIL DOES HEREBY OPPOSE THE DISCONTINUANCE <br /> BY THE C & 0 RAILWAY COMPANY OF WEST BOUND TRAIN NO. 3/43/47 AND THE EAST <br /> BOUND TRAIN NO. 4/46/46 AND <br /> <br /> BE IT FURTHER RESOLVED THAT THE CLERK BE AND HE IS HEREBY DIRECTED <br /> <br />TO PRESENT THIS RESOLUTION TO THE INTERSTATE COMMERCE COMMISSION AT ITS PUBLIC <br /> <br />HEARING AT 9:30 A. M. ON WEDNESDAY) MARCH ~ 1967. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE DIRECTOR OF THE DEPARTMENT OF WELFARE AND <br />~NSTITUTIONS ADVISING THAT IT HAD BEEN RECOMMENDED THAT THE BOARD OF WELFARE AND <br />INSTITUTIONS PROHIBIT THE FURTHER CONFINEMENT OF PRISONERS IN THE CHARLOTTESVILLE CITY <br />JArL BECAUSE iT iS NOT CONSTRUCTED AND EQUIPPED SO AS TO COMPLY WITH MINIMUM STANDARDS <br />PRESCRIBED BY THE BOARD. THE COMMUNICATION FURTHER STATED THAT THE BOARD TOOK UNDER <br />ADVISEMENT THE ABOVE RECOMMENDATION AND DIRECTED THAT THE COUNCIL ADVISE THEM NOT LATER <br />THAN APRIL 1~, 1967 WHAT STEPS ARE BEING TAKEN TOWARD PROVIDING A JAIL WHICH WOULD MEET <br />THE MINIMUM STANDARDS. ON MOTION BY MR. MOUNT, SECONDED BY MR. HAGGERTY, THE HAYOR WAS <br />REQUESTED TO APPOINT A COMMITTEE TO STUDY THIS MATTER WITH THE sUGGESTIONS THAT THE <br />COMMITTEE MEET WITH JUDGE COLES AND DISCUSS THE MATTER~ AND ALSO~ GIVE SERIOUS <br />CONSIDERATION TO REVAMPING THE PRESENT JAIL AND IF NOT FEASIBLE CONSIDER A JOINT <br />FACILITY WITH THE COUNTY.
