14 <br />CCUNC IL CHAINBER - NOVEMBER 2, 1953 <br />THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING <br />MEMBERS PRESENT: MR. DAVIS, MR. FORBES, MR. HILL, MR. TEBELL AND MR. WEINBERG. <br />ABSENT: NONE. <br />THE MINUTES OF THE MEETINGS OF OCTOBER 19, 1953 AND OCTOBER 22, 1953 WERE <br />READ AND APPROVED, <br />MR. F. R. EASTON, 904 ALTAVISTA AVENUE, ADDRESSED THE COUNCIL AND <br />REQUESTED PERMISSION TO USE GAS TO HEAT HIS HOME. MR. EASTON EXPLAINED THAT HE <br />HAD TWO CHILDREN WHO WERE IN POOR HEALTH, AND THAT HIS DOCTOR HAD ADVISED HIM <br />TO USE GAS !TEAT, IF POSSIBLE, BECAUSE OF THE EFFECT OIL. FUMES WOULD HAVE ON <br />REQUEST FOR USE OF GAS <br />HEAT - GRANTED TO THE CHILDREN. DR. McGAVOCK WAS CONTACTED,AND HE STATED THAT OIL FUMES WOULD <br />F. R. EASTON <br />DEFINITELY BE DETRIMENTAL TO THE HEALTH OF THESE CHILDREN. A MOTION BY <br />MR. TEBELL, SECONDED BY MR. DAVIS, TO GRANT AN EXCEPTION TO THE REGULATION <br />AND ALLOW THIS CONNECTION DUE TO THE STATEMENT MADE BY DR. MCGAVOCK WAS VOTED <br />ON AS FOLLOWS: AYES: MR. DAVIS, MR. HILL, MR. TEBELL AND h"R. WEINBERG. <br />NOES: MR. FORBES. <br />A PETITION WAS RECEIVED REQUESTING THAT COLORED POLICEWOMEN BE EMPLOYED <br />TO PROTECT CHILDREN GOING TO JEFFERSON AND BURLEY SCHOOLS, ESPECIALLY AT <br />FOURTH AND WEST (MAIN STREETS AND AT ROSE HILL DRIVE AND "RESTON AVENUE. THE <br />PETITION PRESENTED RE: <br />POLICEWOMEN AT JEFFERSON CITY MANAGER ADVISED THE COUNCIL THAT REGULAR POLICEMEN, WHO WERE EXPERIENCED <br />AND BURLEY SCHOOLS <br />IN HANDLING TRAFFIC, WERE STATIONED AT THESE CORNERS, AND THAT HE WOULD NOT <br />ADVISE HAVING POLICEWOMEN AT THESE INTERSECTIONS DUE TO THE HEAVY TRAFFIC. THE <br />CITY MANAGER WAS REQUESTED TO ACKNOWLEDGE THIS PETITION AND ADVISE THE <br />PETITIONERS WHAT WAS BEING DONE AT THESE INTERSECTIONS. <br />THE CITY MANDGER SUBFAIT'TED A REPORT FROM THE LEAGUE OF VIRGINIA MUNICIPALITIES <br />RELATIVE TO POLICIES FOLLOWED IN OTHER. CITIES REGARDING THE COST OF <br />SIDEWALKS IN FRONT OF PRIVATE PROPERTIES. A MOTION BY MR. FORBES, SECONDED <br />MAFTER RE: SIDEWALKS <br />COMMITTEE APPOINTED BY MR. DAVIS THAT THE MAYOR APPOINT A COMMITTEE TO STUDY AND REPORT ON THE <br />TO STUDY AND REPORT <br />ADVISABILITY OF ADOPTING AN ORDINANCE WHEREBY SIDEWALKS WOULD BE CONSTRUCTED <br />IN FRONT OF UNWILLING PROPERTY OWNERS AND REQUIRE SAID PROPERTY OWN:RS TO <br />PAY THEIR PROPORTIONATE PART OF THE COST OF THE SIDEWALK, WAS UNANIMOUSLY <br />ADOPTED. THE MAYOR APPOINTED THE CITY MANAGER, MR. JOHN S.-ATTLF, JR., <br />MR. TEBELL AND MR. WEINBERG TO SERVE ON THIS COMMITTEE. <br />A COMMUNICATION WAS RECEIVED FROM THE LIBRARY BOARD STATING THAT THE <br />STATE LIBRARY HAD INCREASED THEIR ALLOCATION BY $1,070.00 FOR THE PRESENT <br />FISCAL YEAR, AND REQUESTED THAT AN APPROPRIATION OF THIS AMOUNT BE MADE TO <br />THE LIBRARY. ON MOTION BY MR. TEBELL, SECONDED BY MR. DAVIS, THE FOLLOWING <br />RESOLUTION WAS UNANIMOUSLY ADOPTED: <br />APPROP. LIBRARY BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT $1,070.00 HE AND THE SAME IS HEREil`r' APPROPf'IATED TO SUPPLEI:TENT <br />THE BUDGET FOR THE PRESENT FISCAL YEAR IN ACCORDANCE WITH THE FORE- <br />GOING REQUEST. <br />THE RESOLUTION APPROPRIATING $90,000.00 TO SUPPLEI^,ENT THE RECEIPTS <br />APPROP. SUPPLEMENT - <br />CONSTRUCTION FILTER PLANT FROM THE BOND SALE FOR CONSTRUCTION OF THE FILTER PLANT, WHICH WAS OFFERED <br />AT THE MEETING OF THE COUNCIL, HELD ON OCTOBER 19, 1953, WAS ADOPTED BY <br />THE FOLLOWING RECORDED VOTE: AYES: 11R. DAVIS, MR. FORBES, MR. HILL, MR. <br />TEBELL AND MR. WEINBERG. NOES: NONE. <br />ON MOTION BY MR. TEBELL, SFCONDED ��Y MP. 41 .1^!BERG, THE FOLLOWING <br />
