OF <br />WATER DEPT. - RETIREMENT <br />RESOLUTION RE: <br />CHARLES HENRY SWING <br />RETIRED <br />POLICY ON WATER, GAS <br />n <br />LINE EXTENSIONS <br />MATTER RE: INCREASE IN <br />NATURAL GAS RATES <br />MATTER RE: CITY AND SCHOOL <br />BUDGETS <br />AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br />THE CITY MANAGER ADVISED THE COUNCIL THAT MR. C. H. SWING, SUPERINTENDENT <br />OF THE WATER AND GAS DEPARTMENTS HAD RETIRED EFFECTIVE ,4PRIL 3O, 1959, AND <br />RECOMMENDED THAT HE BE PAID FULL PAY FOR THE MONTHS OF MAY AND JUNE AND <br />$124.16 THEREAFTER. ON MOTION BY MR. WEINBERG, SECONDED BY MR. COLEMAN, <br />THE FOREGOING RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br />ON MOTION BY MR. WEINBERG, SECONDED BY MR. COLEMAN, THE FOLLOWING <br />RESOLUTION WAS UNANIMOUSLY ADOPTED: <br />WHEREAS, CHARLES HENRY SWING WAS EMPLOYED BY THE CITY OF <br />CHARLOTTESVILLE ON FEBRUARY 22, 1921 AS SUPERINTENDENT OF THE <br />WATER AND GAS DEPARTMENTS AND SERVED IN THAT POSITION UNTIL HIS <br />RETIREMENT ON APRIL 3O, 1959; AND <br />WHEREAS, DURING HIS LONG TENURE HE HAS CONSTANTLY SOUGHT TO <br />SERVE THE CITY OF CHARLOTTESVILLE FAITHFULLY AND TO THE FULLEST <br />EXTENT OF HIS ABILITY; <br />NOW THEREFORE, BE IT RESOLVED THAr AN EXPRESSION of GRATITUDE <br />BE AND THE SAME IS HEREBY EXTENDED BY THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE ON BEHALF OF THE CITIZENS OF THIS COMMUNITY FOR <br />HIS LONG AND FAITHFUL SERVICE; AND <br />BE IT FURTHER RESOLVED THAT THE CLERK OF THIS COUNCIL BE AND <br />HE IS HEREBY INSTRUCTED TO CONVEY A COPY OF THIS RESOLUTION TO <br />C. H. SWING. <br />THE CITY MANAGER RECOMMENDED THAT SOME CHANGES BE MADE IN THE CITYtS <br />POLICY FOR EXTENSIONS OF WATER AND GAS SERVICE. HE RECOMMENDED THAT THE <br />FREE EXTENSIONS ON DEDICATED AND ACCEPTED STREETS BE REDUCED FROM lOO FEET <br />TO T5 FEET AND FOR WATER LINE EXTENSIONS IN UNACCEPTED STREETS FOR WHICH <br />THE CITY pPA`YS ONE-HALF THE SIZE OF WATER LINES BE CHANGED FROM SIX INCHES <br />TOAEIGHT INCHES. ON MOTION BY MR. COLEMAN, SECONDED BY MR. WEINBERG, THE <br />FOREGOING RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br />THE CITY MANAGER ADVISED THE COUNCIL THAT ATLANTIC SEABOARD CORPORATION <br />HAD APPLIED TO THE FEDERAL POWER COMMISSION FOR TWO RATE INCREASES IN THE <br />WHOLESALE PRICE OF NATURAL GAS, AND THAT THESE INCREASES WERE BEING PUT INTO <br />EFFECT UNDER BOND. MR. BOWEN STATED THAT HE HAD NO RECOMMENDATION CONCERNING <br />THE CITY1S RATES AT THIS TIME, BUT RECOMMENDED THAT THE MATTER BE REFERRED <br />TO THE UTILITIES COMMITTEE FOR STUDY AND REPORT. ON MOTION BY MR. WEINBERG, <br />SECONDED 8Y MR. COLEMAN, THE FOREGOING RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br />ON MOTION THE MEETING ADJOURNED. <br />CLERK PRA I DENT <br />COUNCIL CHAMBER - MAY 18, 1959 <br />THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING <br />MEMBERS PRESENT: MR. COLEMAN, MR. DAVIS, MR. MICHIE, MR. SCRIBNER AND <br />MR. WEINBERG. ABSENT: NONE. <br />THE MINUTES OF THE MEETING OF MAY 4, 1959 WERE READ AND APPROVED. <br />THE CITY AND SCHOOL BUDGETS WERE AGAIN PRESENTED AND THE CLERK ADVISED <br />THAT A SYNOPSIS OF THESE BUDGETS HAD BEEN PUBLISHED IN THE DAILY PROGRESS ON <br />APRIL 2, 1959 AS REQUIRED BY THE CITY CHARTER. THE SCHOOL SUPERINTENDENT ALSO <br />PRESENTED AN ALTERNATE ESTIMATE AS ADOPTED BY THE SCHOOL BOARD FOR EDUCATIONAL <br />PURPOSES AS REQUIRED BY CHAPTER 79, SECTION 22-120.3 OF THE STATE CODE. <br /> <br />
