APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br />PRESENTATION: <br />JIM CARPENTER, <br />DOGWOOD FESTIVAL <br /> <br />APPROPRIATION: <br />$4,100 <br />DONATION TO <br />GIRLS' ATTENTION <br />HOME <br />(2nd reading) <br /> <br />APPROPRIATION: <br />FISCAL YEAR END <br />SUPPLEMENTAL <br />APPROPRIATIONS <br /> <br />supported MACAA's.concerns. Mrs. Crawford suggested a 'work session <br />be scheduled with Council, City staff, and MACAA. Mrs. Crawford <br />listed the following concerns: 1) Written standards should be <br />established for the review. 2) Anonymous opinions should not be <br />the basis for judgment. Sources should'be listed and documented. <br />3) the report should not be released until reviewed by Council. <br /> Mr. James King, a member of the. MACAA Board and Chairman of <br /> <br /> their Evaluation Committee, concurred with Mrs. Crawford's statements, <br /> adding that he felt a destructive pattern was being established which <br /> could be destructive to good communication and working relationships. <br /> <br /> Mr. Buck 'stated that the. reviews were begun in an attempt to <br /> <br /> address COuncil's concerns that surfaced during %he budget process <br /> regarding overlap in agencies which receive funds from the City, but <br /> agreed that problems existed i.n .the process. Mr. Buck stated that <br /> Counc.il would hold:a work session after reviewing the situation. <br /> <br /> On mOtion by Mr. Conover, Ms. Daphne Spain was unanimously re- <br /> appointed to serve a three-year term to expire December I5, 1986 on <br /> the Social Development Commission. <br /> <br /> On motion by Mrs. Gleason, Myrle Sandridge was unanimously anpointed <br /> to serve on the SoUth Rivanna Reservoir Restoration Project Committee. <br /> <br /> On motion by Dr. Gunter, Mr. Gary B. O'Connell, Assistant City <br /> Manager, was appointed as the City Manager's principal assistant on the <br /> Charlottesville-Albemarle Airport Board by a unanimous vote. <br /> <br /> Mr. Jim. Carpenter, President of the Dogwood Festival, requested <br /> <br /> use of Mclntire Park and wiaver of the license and fees for the Dogwood <br /> Festival from April 17 29, 1984. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr.. Cono.ver,-Council <br /> unanimously voted to waive the fees and grant use of Mclntire Park for <br /> the Dogwood Festival. <br /> <br /> The appropriation of $4,100 for the Girls' Attention Home that <br /> <br /> was offered at the meeting of January 3, 1984, was approved by the <br /> following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, <br /> Dr. Hall. Noes: None. <br /> <br /> Mr. Hendrix explained that these appropriations Would complete <br /> <br /> the work of the auditors. Supplemental and continuing appropriations, <br /> and the termination of some appropriations that were no longer needed <br /> were included, he stated. <br /> <br /> Mrs. Gleason moved the year end adjustments, Dr. Hall seconded <br /> <br /> the motion, and they were carried over to the next meeting for considera- <br /> tion. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the actions hereinafter set forth are hereby <br /> authorized with respect to the accounts of the City herein listed, <br /> for the fiscal yea.r ended June 30, 1983. <br /> <br /> I.
