It was also recommended that the <br />present Assistant City Manager position be upgraded to Deputy City <br />Manager. <br /> <br /> On motion by Mrs. Gleason, sec-nded by Dr. Gunter, Council <br />unanimously voted to meet in executive session' to discuss personnel <br />matters as exempted by Section 2.1-344(a)(1) of the Virginia Freedom <br /> <br />of In[~rmation Act. <br />.~eting was <br /> <br />adjourned. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br /> A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, April-l, <br /> 1985 AT 7:20 p.m. IN THE Council Chamber. <br /> <br /> THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Executive session to discuss personnel matters as exempted by Section <br /> 2.1-3~4(a)(1) of the Virginia Freedom of Information Act. <br /> <br /> BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> COUNCIL CHAMBER - April 1, 1985 <br /> <br /> Council met in special session on this date with the following <br /> members present: Mr. Barnes, Mr. 'Buck, Mrs. Gleason, Dr. Gunter, <br /> Dr. Hall. <br /> <br /> On motion by Dr. Halt, seconded by Mr. Barnes', Council unanimously <br /> voted to meet in executive session to discuss personnel matters as <br /> exempted by Section 2.1-544(a)(1) of the Virginia Freedom of Information <br /> Act. <br /> <br /> COUNCIL CHAMBER April 1, 1983 <br /> <br /> Council met in regular session on this date-with the following <br /> members present.: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, <br /> Dr. Hall. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the minutes <br /> <br /> of March 18th were unanimously approved as corrected. <br /> There were no matters by the public. <br /> <br /> Mr. Hendrix summarized the additions to the budget which had <br /> <br />been proposed in Council work sessions: 1) $8,69.0 for United Way <br />Child Care Scholarships, 2) $6,900 for the Meals on Wheels program <br />sponsored by Jefferson Area Board for Aging, 3) $28,642 for the <br />creation of the position of Chief Engineer in the Public Works <br />Department, 4) $45,161 for the creation of the position of an <br />Assistant City Manager to oversee housing and human service issues <br />and programs, andS) $228,946 to cover the entire cost of implementing <br />a new Financial Management System. <br /> <br />As there were no speakers, the public hearing was closed. <br />Mr. Hendrix summarized the recommendations for the 1985-86 <br />CDBG Program: Physical Projects: 1) Housing $234,2.00, 2) Economic <br />Development $69,800, 3) Sidewalks and Drainage $168,000, 4) Parks - <br />$20,000, S) Access and Safety $22,000, 6) Relocation - $10,000, <br />?) Administration and Planning - $SS,000, 8) Engineering Study and <br />Easement Acquisition. Social Programs: 1) Monticello Area Community <br />Action Agency - $31,600, 2) Mediation Center $16,000, 3) Community <br /> <br /> <br />
