PUBLIC HEARING: <br />VACATION OF A <br />PORTION OE AN <br />ALLEY PARALLEL <br />TO WAYSIDE PL. <br /> <br />PUBLIC HEARING: <br /> <br />VACATION OF A <br />PORTION OF AN <br />ALLEY ON SOUTH- <br />EAST SIDE OF <br />RIDGE STREET <br /> <br />APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br />APPROPRIATION: <br /> <br />$1,902 <br />CHARTER HOUSE <br />(2nd reading) <br /> <br /> Attention $1S,000, 4) Central Virginia American Red Cross - $8,000, <br /> <br /> S) OUtreach Counseling - $S,400, 6) Shelter for Help in Emergency - $4,000. <br /> <br /> Mr. Steve Campbell, Social Development' Commission member, stated the <br /> Commission's appreciation for increasing funding for social programs to <br /> 12% and urged CoUncil to approve the recommended funding. <br /> <br /> Mrs. Peggy King, representing the Federation of Neighborhood Associations, <br /> stated that the Federation had some unanswered concerns ~about the Mediation <br /> Center: 1) how the Center would relate to neighborhood associations, 2)-the <br /> level and source of funding proposed for the Center, and 3) the Center being <br /> proposed as an independent entity rather than as part of~an existing agency. <br /> Mr~s.. King stated that in light of these unanswered questions, the Federation <br /> could not support funding for the Mediation Center, and listed the following <br /> neighborhood associations who concurred: .Charlottesville High School, JOhnson <br /> Village, Jefferson Park Avenue, Lewis Mountain Road, Fry Springs, Belmont, and <br /> Rose Hill, <br /> <br /> Mr. Campbell stated that he felt the Steering Committee had given <br /> adequate response to the Federation's concerns. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Dr. Gunter requested that the Federation and Social Develooment Commission <br />work to clear up any concerns regarding the Mediation Center and report back <br />to Council. <br /> <br /> Mr. Charles BarboUr, a member of the Mediation Center Steering Committee, <br />stated that a representative from the Federation had been invited to meet <br />with the Steering Committee. <br /> <br /> Mr. Mark Smucker, a member of the Board of Directors for the Mediation <br /> Center, stated that the questions raised by the Federation were contained <br /> in the Mediation Center proposal. <br /> <br /> Mr. Hendrix recommended that Council approve the CDBG Program and amend <br /> it after it is submitted to HUD. if desired. <br /> <br /> On motion by Dr. Hail, seconded by Mrs. Gleason, the 198S-86 CDBG <br /> <br />Program was unanimously approved, subject to amendment at a later date before <br />program operation begins. <br /> <br /> Mr. Roger Wiley, City Attorney, stated that the request had been <br />withdrawn when it was discovered that the alley in question was not owned by <br />the City. <br /> <br /> As there was no one to speak, the.public hearing was closed. <br /> <br /> Mr. Wiley stated that neither staff nor the viewers had objections to <br />closing the alley. <br /> <br /> On motion by Dr. Gunter, seconded by Mrs. Gleason, the ordinance <br /> <br />entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF AN <br />ALLEY OFF RIDGE STREET" was offered and carried over to the next meeting <br />for consideration. <br /> <br /> On motion by Mr. Barnes., Mr. William Harris was unanimously reappointed, <br />and Mr. David Sheffield was unanimously appointed to four-year terms on the <br />Industrial Development Authority. These terms will expire on April 3, 1989. <br /> <br /> The appropriation of $1,902 for Charter House which was Offered at the <br />March 18th meeting was approved by the following vote. Ayes: Mr. Barnes, <br />Mr. Buck, Mrs. Gleason~ Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> <br />
