Approval of minutes <br /> <br />Public Hearing re: <br />Proposed relocation <br />of Downtown Post <br />Office <br /> <br />Public Hearing re: <br />Adopting Bicycle Plan <br />as part of the <br />Comprehensive Plan <br /> <br />Presentation re: <br />Library Board <br /> <br /> The minutes of the meeting of October 4, 1976 were <br />approved as amended. <br /> <br />A public hearing was held on this date on the proposed <br /> <br />relocation of the Downtown Post Office. Mr. Gene Fleming, <br /> <br />District Manager of the Postal Service Corporation addressed <br /> <br />the Council and made. the~fOllowing statement: <br /> <br />"Mayor O'Brien and Councillors: The United States <br />Postal Service has now formaally committed its <br />position to retain a station in the Downtown area, <br />as stated to Congressman J. Kenneth Robinson by <br />Assistant Postmaster General, Norman G. Holliday <br />in his letter of September 15, 1976. This station <br />could remain in the same location should GSA, <br />the State, County or City decide to acquire the <br />building and be willing to lease back approximately <br />3,000 square feet to the United States Postal <br />Service. In the event the purchaser has a require- <br />ment for the entire building the postal service will <br />immediately initiate a concentrated efforn to <br />locate a facility which will satisfy the downtown <br />customers needs. The policy includes our retention <br />of the station in the University area. At this <br />point the Postal Service is in the position of a <br />parity willing to cooperate with any decision <br />whereby we can rightfully recover the capital value <br />of our property and we're willing at this point <br />to cooperate with the County, the City, GSA, the <br />St.~te, whomever in solving the problems that have <br />ar%sen in the past. At this point I think we have <br />committed ourselves firmly to the community that we <br />will retain our unit here in the downtown area and <br />no~ affect the University area. There will be <br />consolidation is the final decision." <br /> <br />Mr. Fife asked Mr. Fleming if the City or someone purchases the <br />present building would be it feasible for the post office to <br />occupy the basement. Mr. Fleming answered that loading and <br />handling of mail would be difficult, but he would be glad to <br />consider the matter. The Council thanked Mr. Fleming for the <br />'decision to retain the post office in the Downtown area and <br /> <br />not affecn the University area. <br /> <br /> A public hearing was also held on this date on the proposed <br />Bicycle ~lan as part of the City's Comprehensive Plan. Mr. <br />S. S. Huja, Director Department of Community Development, <br />addressed the Council and briefly explained the proposed plan. <br />Several people addressed the Council in support of the proposed <br />plan. The Council set a work session for November 8, 1976 at <br />8:15 P.M. to review the proposed plan. <br /> <br /> Mr. Lloyd Smith, Chairman of the Regional Library Board <br />addressed the Council and explained the additional state and <br />federal funds which the library will receive this year and <br />have not been budgeted. Mr. Smith explained that state funds <br /> <br />are programmed as part of the library's operating budget, but <br />at the time the budget~is prepared the exact amount is not <br />known. He stated that localities cannot appropriate less <br />money, the present year than in the preceding year or state and <br />federal funds will be lost. He stated that there are certain <br />items that federal funds maybe used for and he does not consider <br /> <br /> <br />
