252 <br /> <br />Presentation - <br />Constitution High- <br />way Assoc. <br /> <br /> Mr. U. P. Joyner, Jr., President of the Constitution Highway Association, <br />presented the Council with brochures promoting travel along the Constitution <br />Route which is Virginia State Route 20 and thanked the Council for its <br /> <br />contribution towards making these brochures possible. <br /> <br />Presentation - <br />Region X Criminal <br />Justice Plan <br /> <br /> Mr. Bob Abbott, Director of the Thomas Jefferson Planning District <br />Commission, presented the Council with the proposed Criminal Justice Plan <br /> <br />consisting of three parts. Part one is the fiscal year 1978-79 Manual Plan, <br /> <br />part two the four year plan 1978-1981 designed to pro~ect future needs <br /> <br />and determine request for future LEAA allocations and part three a <br /> <br />collection of special appendices required by state and federal guidelines. <br /> <br />He stated the plan is required as part of the LEAA funding. Action on the <br /> <br />Appointments - <br />Social Develop- <br />ment Commission <br /> <br />plan was deferred until the meeting of June 20th. <br /> <br /> On motion by Mr. Brunton, Mary Belle Lewis and Stefan R. Underhill <br />were appointed to the Social Development Commission. <br /> <br />Communication - <br />McGuffey Art <br />Center Lease & <br />Resolution <br /> <br /> A communication was presented from Mr. Frank Moore questioning the <br />method of lease payment hy the artisans at the McGuffey Art Center. After <br />lengthy discussion, on motion by Mr. Gatewood, seconded by Mr. Barbour the <br /> <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, the City by instrument dated September 1, 1976, entered <br />into a lease of the McGuffey School property to the McGuffey Arts Association, <br />Inc., which, among other provisions, requires the payment by the Association <br />of a rental amount based in part upon a percentage of the "gross retail <br />sales and fees and charges generated bY the artists and craftsmen occupying <br />the leased premises;" and <br /> <br /> WHEREAS, questions have arisen regarding the interpretation of such <br />provision; now, therefore~ be it <br /> <br />Appropriation - <br />$3,631 - Street <br />Lights <br /> <br /> RESOLVED by the Council of the City of Charlottesville, that the <br />Council expressed its intention that such provision be interpreted to impose <br />such gross receipts charge to sales only on those sales actually made on <br />premises at the McGuffey Center. <br /> <br />The resolution appropriating $3,631 for installation and operation of <br /> <br />improved street lighting which was offered at the meeting of the Council on <br /> <br />May 16, 1977 was adopted by the following recorded vote. Ayes: Mr. Barbour, <br /> <br />Mr. Brnnton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br />Consideration re: <br />Appropriation - <br />$14,625 - Airport <br />Projects <br /> <br /> The City Manager advised the Council that the Airport Board has been <br />studying the need for two capital projects at the Airport for a number of <br />months. He stated that since those projects are needed for safety reasons <br /> <br />and 90% federal funds is available the Airport Board is requesting the City <br /> <br />Council and the Board of SupervisQrs to agree to fund the local share of these <br /> <br />two projects. He stated that the projects are g~ooving the present runway <br /> <br />and the construction of a south parallel taxiway. On motion by Mr. Brunton, <br />seconded by Mr. Ggrewood the following resolution was offered and carried <br />over to the next meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville that <br />there is hereby appropriated from the unappropriated balance of the capital <br />project fund to account 05-5100 the sum of $14,625.00 for the City's share <br />of the improvements to the runway and construction of a south parallel <br />taxiway at the Charlottesville-Albemarle Airport. <br /> <br /> Provided, however, that this appropriation shall be contingent <br />upon the approval by the Federal Aviation Administration, the Commonwealth of <br />Virginia and the County of Albemarle of funding of the respective shares <br />of those entities for the aforesaid purposes. <br /> <br /> <br />
