Resolution re: <br />Approving Grants <br />for the Convervation <br />Council <br /> <br /> A communication was presented from Mrs. Elizabeth Conant <br />stating that the Ivy Creek Natural Area Project Committee has <br />witten a grant application to HEW for a program development for <br />the use of the Rann Preserve for the study of acquatic ecology and <br />field biology and requested that the application be approved. On <br />motion by Mr. Fife, seconded by Mr. Barbour the following resolution <br />was unanimously adopted. <br /> <br /> WHEREAS, the Conservation Council of Virginia and the <br />Ivy Creek Natural Area Project Committee have developed and <br />submitted a grant application to the U. S. Department of Health, <br />Education and Welfare for development of an educational program <br />fOr the Ivy~ Creek Natural Area (Rann Preserve); and <br /> <br /> WHEREAS, Chis proposed grant program would be consistent <br />with and of benefit to the plans of the City of Charlottesville <br />and County of Albemarle for purchase and development of the Ivy <br />Creek Natural Area with Bureau of Outdoor Recreation funding; and <br /> <br /> WHEREAS, the Thomas Jefferson Planning District Commission <br />has given favorable comment on such grant application in its <br />A95 review of such project, contingent on the agreement of the <br />City Council and the Board of Supervisors of Albemarle County; <br />now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottes- <br />ville that the City endorses the aforesaid grant application to <br />the Department of Health, Education and Welfare; and be it <br />further <br /> <br /> RESOLVED that the Clerk of the Council be directed to <br /> send a copy of this resolution to the Thomas Jefferson Planning <br /> Districn Commission, to the Conservation Council of Virginia and <br /> the Chairman of the Ivy .Creed Natural Area Project Committee and <br /> to the Board of Supervisors of Albemarle County. <br /> <br />Resolution re: Mr. William Mitchell addressed the Council and presented a <br />State Reimbursement <br />Rates for the District report on the current charg~ and actual cost of care of public <br />Home <br /> assistance recipients~at the District Home. He stated that the <br /> <br /> current charge established by the State is $230 per month, but <br /> the actual cost of care is approximately $400 per month. He <br /> stated that the State would only pay one half of the charge as <br /> established by the State. He requested that the Council adopt <br /> a resolution to the General Assembly requesting an increase in <br /> the rate that is permissable for adult homes to charge residents <br /> who are public assistance recipients. On motion by Mr. Barbour, <br /> seconded by Mr. Gatewood the following resolution, was unanimously <br /> adopted. <br /> <br /> WHEREAS the City of Charlottesville is a member of the <br />Board of Directors of the District Home for the Aging located in <br />Waynesboro, Virginia; and <br /> <br /> WHEREAS the City of Charlottesville provides financial <br />aid .to the District Home Board on the basis of resident indigents <br />housed in the District Home; and <br /> <br /> WHEREAS the reimbursement rate established by the State <br />Department of Welfare for off-setting costs of housing indigents <br />does not come close to equalli~ng actual.costs; <br /> <br /> NOW THEREFORE BE IT RESOLVED by the City.Council~Of.~.the <br />City~QfuCharlottesville that the City of Charlottesville respect- <br />fully requests the General Assembly to enact legislation which <br />will provide reimbursement tO the ~istrict Home, by the State <br />Welfare Department, on the basis of actual cost in order that the <br />difference between actual cost.and the present reimbursement rate <br />be borne by the State government rather than the member local <br />governments; and <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of the Council be <br />directed to send a copy of this resolution to Senator J. Harry <br />Michael, Jr., Representatives Thomas J. Michie and James B. Murray. <br /> <br /> <br />
