Noes: Mr. <br />Gatewood. <br /> <br /> On motion the meeting adjourned. <br /> <br />Regular Meeting <br /> <br />Adoption of Minutes <br /> <br />Public Hearing: Year <br />V Community Development <br />Block Grant and Year II <br />Small Cities Agenda <br /> <br />COUNCIL CHAMBER - TUESDAY, FEBRUARY 20, 1979 <br /> <br /> The Council met in regular session on this date with <br />the following members present: Mr. Albro, Mr. Brunton, Mr. <br />Buck, Mr. Gatewood and Mrs. O'Brien. Absent: None. <br /> <br /> The minutes of the meeting of February 5, 1979 were <br />approved as presented. <br /> <br /> A public hearing was held on this date on Year V Block <br />Grant Projects and Year II Small Cities Block Grant Funds. <br />No one appeared to speak for or against these projects. <br />Mrs.. O'Brien questioned the cost over-runs on a number of <br />projects. The City Manager explained that the cost over- <br />runs came about for a number of reasons: 1. that HUD <br />pushed to get as many projects out on contract as possible <br />and as a result that caused more money to be spent than if <br />we could have been more deliberate; 2. the bids have come <br />in higher than the estimates; and 3. difficulty in getting <br />bids on small bids, plus the federal red tape connected with <br />these projects. The City Manager stated that the reduction <br />in the cost of the Belmont Drainage Project was a savings <br />which could be realized by building the project with city <br />forces rather than by contract, but the scope for the <br />project will not be reduced. Mr. John Greene, Director of <br />Public Works advised the Council that his staff has refigured <br /> <br /> <br />
